Black voters in Santa Clarita, California who support President Trump's illegal immigration

policies have been taking their case to the city council to voice their disdain for California

effectively becoming a sanctuary state.

One Trump supporter made a viral video of a woman lambasting that city council over

the issue.

The video was taken in May, but the sentiment is even stronger today there.

The unidentified woman speaking in the video describes herself as a "Christian, Conservative,

Wife, mum."

An African-American herself, she says she wants to lead the "mass #Blaxit from the

Democratic Party."

The video was posted to Twitter and went uber-viral after that.

I have heard this sentiment not only from the black community but from the Hispanic

community as well.

Either come to America the legal way or don't come at all.

The woman wore a red Make America Great Again cap to make her point obvious.

She is part of a group of citizens who turned out to speak against California's "sanctuary

state" policies.

She was losing her voice, but she didn't mince words over it either.

The damage that illegal immigrants in California have done to the black community and others

is immense.

And it doesn't matter where the illegal immigrants come from… the result is the

same.

They take jobs and housing from actual Americans.

They bring crime and poverty into the cities and wherever they settle.

They also bring disease.

One of the most emphatic parts of this woman's speech had to do with separating children

from parents at the border.

She made a huge point over the number of people who have been separated from their families

by illegal aliens and how "they gotta go to the grave.

You tell me how that's fair."

It's a good point.

Family members who lose loved ones to crimes committed by illegal aliens never get to see

them again.

But you don't hear that from the left.

You also don't hear that of the 12,000 children that have come over the border, 10,000 did

so without parents.

You also don't hear about how many Americans have been killed by illegal aliens.

Where's the justice in that?

Nowhere to be found.

"The black community is most adversely affected by illegal alien activity," the woman hoarsely

said.

"Because when these people — and I don't care if they're Swedish, Mexican, Nigerian,

Nicaraguan, Arab, I don't care — when you come here illegally, they don't get

trucked into Brentwood.

They don't get trucked into Beverly Hills.

Hell, they don't even get trucked into the fairly modest upper-class suburb where I live.

"They get trucked into Watts.

Here in California in SoCal, they get trucked into the streets of Crenshaw.

The Jungles (Baldwin Village, an underprivileged Los Angeles community).

East LA.

"A lot of black people don't have the privilege that I have," she continued.

"A lot of black people are already suffering academically.

Thus they suffer economically.

Thus they suffer in abject poverty and crime.

"Their schools are beyond a disgrace already," she added.

"When those schools get pumped with illegal aliens, (black students are) even more likely

to drop out."

She pointed out that money had to be spent on Spanish-language textbooks "because the

illegal alien minors cannot speak the king's English."

"I, as an American citizen, born and raised in Los Angeles, cannot get a job if I want

to do something different than what I do, which is fight for American people — I have

to learn two languages," she said.

"Specifically Spanish.

In my own country.

You tell me how that's fair."

The video first surfaced on Twitter when someone responded to a tweet from MSNBC's Joy Reid.

She was trying to stir up outrage over illegal immigration.

She got that and much more, but I don't think it was what she had in mind.

According to sanctuary policies in California, police cannot inquire about an individual's

legal status even after arresting them for having committed a crime.

"Americans are dreamers too.

We're paying for welfare, for section 8, you costing us our jobs.

We're paying for you," the woman stated in the video.

"Respect Americans.

This is America!

This is our home and this is our country."

The room agreed with her overwhelmingly.

"Respect Americans.

This is America!

This is our home and this is our country."

The people agreed with this woman, but the city council obviously didn't.

The people who spoke were against Senate Bill 54, which "blocks state and local law enforcement

agencies from using their resources — whether that be money, properties, equipment or personnel

— to help with federal immigration enforcement."

It also blocks state and local police from cooperating with federal immigration authorities.

"The black community is most adversely affected by illegal alien activity," she exclaimed.

"When you come here illegally, they don't get trucked into Brentwood, they don't get

trucked into Beverly Hills.

They get trucked into Watts, they get trucked into the streets of Crenshaw."

Which is exactly right.

No wonder she's upset.

I don't blame her in the least.

Allowing unfettered illegal immigration is destroying California.

Mexican cartel gangs control the prisons in Los Angeles.

Heck, they basically control the streets there now.

It has become a degraded, violent area of the country to live in.

Black communities are being devastated by this.

And yet, all Jerry Brown and California elitists do is raise taxes and bring in more illegal

Supreme Court Just Made Monumental Ruling That Has Now Crushed California

In a monumental decision for religious freedom and free speech, the Supreme Court in favor

of pro-life groups that counsel pregnant women to make choices other than abortion.

This ruling invalidated a California law that required pro-life centers, such as pregnancy

medical clinics, to prominently post information on how to obtain a state-funded abortion.

In a 5-4 ruling, the court ruled the state law was a violation of the Constitution.

The decision will have far-reaching effects casting doubt on the validity of similar laws

in place in Hawaii and Illinois.

The decision marks the first time the country's highest court chose to hear an abortion-related

case during the Trump administration.

Pro-life advocates, including The National Institute of Family and Life Advocates (NIFLA),

praised the Supreme Court for their decision in NIFLA vs. Becerra in what it considers

a "critical free speech case."

NIFLA founder and president Thomas Glessner, J.D, in a statement – "California's

threat to pro-life pregnancy care centers and medical clinics counts among the most

flagrant violations of constitutional religious and free speech rights in the nation.

The implications of the Supreme Court's decision, in this case, will reverberate nationwide,

to similar unconstitutional laws in Illinois and Hawaii."

The California law from 2015 dubbed the "Reproductive FACT Act" (AB 775) previously required all

pro-life pregnancy centers to post signage notifying their patients where and how they

can receive state taxpayer-funded abortions.

The law applied to hundreds of privately funded pregnancy centers.

California has a significant bias in maximizing abortions in their state and it shows.

Many California lawmakers receive campaign donations directly from Planned Parenthood.

Lawmakers such as Attorney General Xavier Becerra and Senator Kamala Harris are among

the recipients.

Abortion is not the only option and should never be promoted as such.

Adoption is also an option, as is education and job training options for young mothers.

Many consider this a major blow to the eugenics agenda against the evil of Planned Parenthood

and their life stealing agenda.

Pro-life groups across the country praised the Supreme Court's decision to affirm life,

free speech, and religious freedom today.

Pro-life centers petitioned the Supreme Court to hear their case after the San Francisco-based

9th U.S. Circuit Court of Appeals ruled against them last year.

The court sided with the state in a 3-0 ruling, saying that the state was acting within its

power of regulating medical providers.

The appeals court also ruled similarly stating that abortion advertisements in pro-life centers

did not violate free speech rights because such signage stated facts without encouraging

women to actually seek an abortion.

However, after hearing the case the Supreme Court did not agree.

The Pacific Justice Institute filed a request for the Supreme Court to review the law.

They argued that the state had effectively stripped pro-life centers and the people who

run them of their right to free speech, much like Masterpiece Cakeshop v. Colorado Civil

Rights Commission which was also recently ruled on by the Supreme Court.

Alliance Defending Freedom petitioned the Supreme Court to halt the law, arguing that

it forced the pro-life centers to act contrary to their core mission and violated their constitutionally

protected freedoms.

Alliance Defending Freedom's Senior Counsel Kevin Theriot welcomed the Supreme Court's

decision.

Theriot said in a statement –

"Forcing anyone to provide free advertising for the abortion industry is unthinkable—especially

when it's the government doing the forcing.

This is even more true when it comes to pregnancy care centers, which exist specifically to

care for women who want to have their babies.

The state should protect freedom of speech and freedom from coerced speech.

Information about abortion is just about everywhere, so the government doesn't need to punish

pro-life centers for declining to advertise for the very act they can't promote."

Ashley McGuire, Senior Fellow with The Catholic Association, said that she hopes this Supreme

Court decision will "put an end to these unwarranted free speech assaults so that the

centers and their staff can go on helping women without harassment from the abortion

industry.

Recent efforts to force America's pregnancy centers to advertise for abortion isn't

just an attack on free speech, it's an attack on the vulnerable women who find help and

healing in them.

These centers offer pregnant women in crisis a true choice in addition to dignified care

and do so with no profit motive and no political agenda, unlike their abortion clinic alternatives."

Jeanne Mancini, President of March for Life, also praised the decision.

"These benevolent centers, which exist solely to provide love and support for women facing

unexpected pregnancies and have no financial interest at stake, should not be forced to

violate their first amendment right to freedom of speech and conscience.

March for Life will showcase the heroic work of the pregnancy care movement at the 2018

March for Life with the theme 'Love Saves Lives,'" she said.

Catherine Glenn Foste of Americans United for Life said she was "pleased" to hear

the decision, stating – "Pregnancy Care Centers provide holistic care, resources,

and hope for vulnerable women who are facing unplanned pregnancies, and they should not

be compelled to promote the abortion industry's agenda by posting signs that violate their

mission

and core values."

Judge dismisses California cities' climate lawsuits against oil companies

A federal judge dismissed a pair of lawsuits that two California cities filed against major oil companies for their roles in climate change and its effects.

The ruling is a blow to San Francisco and Oakland and environmentalists who have long tried to hold fossil fuel companies liable for climate change.

Judge William Alsup stated in his late Monday ruling that his decision did not hinge on climate science and that there was no dispute about the harms of fossil fuels.

But Alsup, nominated to the bench by former President Bill Clinton, ultimately felt that the core questions raised in the case were best left up to the federal government, Congress and international organizations.

"Questions of how to appropriately balance these worldwide negatives against the worldwide positives of the energy itself, and of how to allocate the pluses and minuses among the nations of the world, demand the expertise of our environmental agencies, our diplomats, our Executive, and at least the Senate," Alsup wrote.

"Nuisance suits in various United States judicial districts regarding conduct worldwide are far less likely to solve the problem and, indeed, could interfere with reaching a worldwide consensus," he continued.

"The problem deserves a solution on a more vast scale than can be supplied by a district judge or jury in a public nuisance case.

Alsup also felt that for a court to weigh in on substantive policy questions would be a violation of the separation of powers enshrined in the Constitution, since those are rights reserved for other branches.

The lawsuits, filed last year, employed a novel legal strategy to try to accomplish climate goals, a strategy that a handful of other major liberal cities have started to try as well.

The defendants were BP, Chevron Corp., ConocoPhillips Co., Exxon Mobil Corp.

and Royal Dutch Shell.

The National Association of Manufacturers, which has fought the strategy and sees the lawsuits as a threat to manufacturing, praised Alsup's ruling.

"From the moment these baseless lawsuits were filed, we have argued that the courtroom was not the proper venue to address this global challenge," NAM president Jay Timmons said in a statement.

"Judge Alsup agreed.

Other municipalities around the country who have filed similar lawsuits should take note as those complaints are likely to end the same way.".

Exxon spokesman Scott Silvestri said the company has "said all along that addressing the risks of climate change is a serious global challenge that should be addressed by policymakers and not by the courts.

Richard Wiles, executive director of the Center for Climate Integrity, said the ruling is a disappointment.

His group has been actively pushing for similar lawsuits around the country.

"The case before the judge was never about how to solve global climate change but simply whether oil and gas producers should help San Francisco and Oakland pay for the costs of adapting to it," he said in a statement.

"By kicking the case to a do-nothing Congress and a climate denying White House, the court essentially ruled that taxpayers alone should pay the massive costs of adapting to climate change.

Firefighters in California had to rescue a young boy, who crawled into a statue and got his head stuck at the Solano County Library Monday

(Fairfield Fire Department) A family of four in California went to the Solano County Library Monday to register for their library cards when one of the young boys in the family crawled into a statue and got his head stuck

The statue is one of two 800-pound granite lions.  It was a gift from Fairfield's sister city Zinwa in Taiwan back around 1977

Today a young boy was attempting to crawl through a stone statue and got his head stuck

Engine 37 and Truck 37 were able to gently chip a small piece of the stone away enough to free the boy

Grantee Orientation video on Federal Program Monitoring

Expanded Learning Division and the California Afterschool Network.

This video will cover the following topics:

The Before and After School Program (BASP)

Federal Program Monitoring Instrument,

the California Monitoring Tool,

the Seven Dimensions of the BASP Federal Program Monitoring Instrument,

Common Before and After School Program Federal Monitoring findings,

and Frequently Asked Federal Program Monitoring Questions.

What is Federal Program Monitoring or FPM?

Federal law requires the California Department of Education (CDE)

to monitor the implementation of categorical programs operated by

Local Education Agencies (LEA's) and Community Based Organizations (CBO's).

It is the primary vehicle for monitoring appropriate implementation

of programs and expenditure of funds in compliance with requirements

of each categorical program.

The BASP FPM Instrument contains program specific federal and

state legal requirements that will be tested during the monitoring process.

It contains seven dimensions and 24 items

which we will review later in this video.

The instrument also includes examples of evidence needed to satisfy

the review requirements and demonstrate compliance,

and is developed and reviewed by the CDE on an annual basis

and may change from year to year to respond to changes in

federal or state law, regulations or court cases.

It is important for grantees to become familiar

with the instrument for reporting purposes.

The FPM Instrument that is used contains 24 items that are comprehensive of

three Expanded Learning Programs that CDE administers.

The After School Safety and Education (ASES) Program.

21st Century Community Learning Centers (21st CCLC).

and After School Safety and Enrichment for Teens (ASSETs).

Some items being reviewed are applicable to all three programs,

others pertain to specific programs.

To determine which items of the FPM Instrument pertain to your program,

each item is labeled with the applicable program or programs.

FPM is the acronym for Financial Program Monitoring.

FPM stands for Federal Program Monitoring.

The California Monitoring Tool or CMT is a new web based tool developed by the CDE

which allows the monitoring of LEA's to ensure that they meet fiscal and

program requirements of federal categorical programs and state funding they receive.

The BASP FPM Instrument is completed by grantees in the CMT

located on the CDE web server.

The BASP FPM Instrument is broken down into seven dimensions.

The first dimension is Involvement, which covers the first two BASP items.

1. Collaboration with Schools, and

2. Ongoing Consultation with Private Schools

Dimension two covers items relating to Governance and Administration.

The items in this section are:

3. Serves Eligible Pupils in Appropriate Grades

4. Operates Program Required Hours and Days

5. Early Release and Late Arrival Policies

6. Daily Nutritious Snack and/or Supper

7. Physical Activity Element

8. Submits Data and Maintains Records

9. Effective Use of Public Resources

10. Inventory, and

11. Program Plan Review.

Dimension three relates to Funding and includes the following items:

12. Funding Direct Services to Pupils

13. Fiscal and Auditing Standards

14. Local Contribution of Cash or In-Kind, and

15. Supplement not Supplant

Dimension four relates to Standards, Assessment and Accountability.

Item 16. Evaluation Requirements, and

Item 17. Data Driven Quality Improvement Process

are reviewed under this dimension.

Dimension five, Staffing and Professional Development

pertains to the following items:

18. Provides Staff Training

19. Student to Staff Ratio, and

20. Staff Minimum Qualifications

Opportunity and Equal Educational Access is the sixth dimension.

The items in this section are:

21. Safe Access to Facilities, and

22. Information in Parents Languages

The seventh and final dimension is Teaching and Learning

and covers the remaining two BASP items:

23. Provides Academic and Enrichment, and

24. Provides Literacy Education for Families

Fact or Fiction?

The system you will use to upload your FPM documents is the

California Monitoring Tool also known as CMT.

The California Department of Education's Expanded Expanded Learning Division

has created a list of common fpm findings the top six most common findings are:

Item 1. Collaboration with Schools

Item 5. Early Release

Item 10. Inventory

Item 12. Funding Direct Services

Item 14. Local Contribution of Cash or In-Kind Funds, and

Item 15. Supplement not Supplant

Please contact your regional consultant for additional information on these items.

Now we want to review some important notes for grantees

who are going through Federal Program Monitoring.

We only monitor the Before and Afterschool program grants.

If your agency also has an ASES Transportation, Equitable Access

or Family Literacy Grant, we will not ask for documentation

for those specific programs.

Unfortunately, we are not allowed to provide grantees

technical assistance during FPM's.

However, we can provide compliance assistance.

Compliance assistance is information given to LEA's or agencies about the

statutory requirements for each BASP item and sub item in the program instrument.

Technical assistances is advice on different program options

related to research or recommendations based on the reviewers

professional and education experiences.

Many times we will contact grantees after the FPM to provide technical assistance

and broker resources accordingly. However, grantees can reach out to their

System of Support of Expanded Learning Lead for any

technical assistance during the FPM process.

As you know, we administer on site FPM's as a way to gather more information to

verify compliance and it's important to note that when we administer the on site FPM,

we are not allowed to conduct student interviews.

However, It is common for us to interview a variety of stakeholders

including parents, staff, teachers and administrators.

As a grantee going through this process it's important to

submit evidence as soon as possible.

As mentioned previously, reviewers are allowed to provide

compliance assistance throughout the process of the FPM in order to

eliminate any unnecessary findings.

As a promising practice, you may want to keep separate folders for each

BASP item as you're uploading and keep them for evidence.

It is important to note that we will review all fiscal items for the prior year

and all programmatic items for the current year.

Example of fiscal items would be

Item 12. Direct funding to pupils, or

Item 14. Local contribution of cash or in-kind.

An example of a programmatic item for the current year is Item 20. Staff qualifications.

The only instance where this will not apply is if we were monitoring programs very

early on in the school year and they do not have the necessary program items to upload.

In this case we will look at the program items for the prior year.

Fact or Fiction?

An example of a fiscal document is Item 20. Staff Qualifications.

Fiction. Staff Qualifications is a programmatic item

that is reviewed for the current year.

Let's take a moment to review some CMT document uploading tips

to help ensure a smooth review for grantees.

As Previously mentioned the system you will use to upload your document

is called the California Monitoring Tool or CMT.

Please do not provide any information that goes beyond what is required

to provide evidence that you are meeting a specific requirement.

We do want to see a variety of evidence

but we are generally able to make a determination if the program is in

compliance after reviewing five or six different pieces per item.

Number each page of the documents consecutively

this may be done by hand and it's not necessary to eliminate page numbers

that are already exist on your documents.

If possible, we do ask that you upload all documents for each item

as one piece of evidence as opposed to uploading them all separately.

Prior to uploading, highlight the section and each document

that pertains to the item you are providing evidence for.

Note the page numbers of the highlighted sections at beginning of the document.

Ask questions and clarify items if needed.

We get a lot of questions about the level of detail that we want as evidence.

We don't need a lot.

For example, if you are providing evidence for professional development

offered or attended, the date, items covered and participant names

who attended for your organization will suffice.

We do not need to see the PowerPoint presentation of the training.

Lastly, for privacy reasons students' names must be redacted from all

pieces of evidence uploaded.

Uploading staff names is okay.

Fact or Fiction?

The level of detail provided for FPM evidence must be

extensive and exhaustive.

Fiction. The level of detail can be as simple as providing an agenda

and a list of names of those who attended a training.

On the screen you will find links to resources on the

that will assist you during the FPM process.

We encourage you to stay in close communication with your reviewer

during the FPM process.

We are here to help support you whether you're going through an FPM or just

wanting to become familiar with the process and identify strategies to prepare.
