in every way. I knew that night it was only a matter of time until this day would come.

and even teacher for you have learned much

from one another in these last few years.

Now, you shall say a few words that take you across the threshold of life and things

will never quite be the same between you.

For after these vows you shall say to the world

"this is my husband and this is my wife."

Children sow the seeds of love in all you do. You never will regret a life that

love runs through. Put no walls around your heart, let no one tell you who you are.

It will all unfold all inside you that is gold and all your mysteries that

you think you want to know, will make you smile one day when you're growing old.

Since we have gotten older, we have made so many memories now traveling together.

Vanessa and I love to plan a vacation.

So much so, that there has now become a "Doug rule" in our family that we are not

allowed to plan a vacation while we are on a vacation.

Here we are now on one of the most memorable vacations of all

Vanessa and Doug's wedding day.

Vanessa, you are the most beautiful woman I know.

Not only on the outside but on the inside as well.

Your beauty really shines and after

hearing what all your friends have to say about you,

it touches everyone you need as well.

Doug, I hope you know how lucky of a man you are.

Vanessa, I can't think of a better example that captures our relationship

and life together than me agreeing to write our own vows.

Since the day I met you,

you have always made me laugh, supported me and truly made me feel

special every single day.

I know you're going to be an amazing husband and one day, father.

I promise to respect you and to support you in every way that I

possibly can. I promise to work hard and be your shoulder but also give you your

space when you need it. And I'll always try to say yes to every adventure of

ours that you're dreaming up next.

I promise I will be the best wife I can be.

I will be there for you, no matter what, for the rest of our lives.

Who gives this woman to be married? Her mother and I.

Doug and I obviously date all the way back to Cleveland when we started working

there in 2004. We always hoped Vanessa would find someone like you who can keep

up with her someone who challenges her and

especially makes her laugh - and enjoys the same thing she does.

The finer things in life.

I don't think Doug knows this, but most of Liz's friends jokingly referred to Doug

as our son. So I guess I stand up here as a proud father as well.

So hey, congratulations kiddo. You did it!

I have an incredible sister already and I've been doubly blessed

this evening by gaining a brother too.

May the loved ones here and the relationships you share be

a foundation from which your marriage can flourish and grow.

In a long awaited report, state investigators said Thursday that a 2017 wildfire that killed 22 people in Northern California wine country was caused by a private electrical system, not equipment belonging to embattled Pacific Gas Electric Corp.

The state firefighting agency concluded that the blaze started next to a residence. It did not find any violations of state law.

"I eliminated all other causes for the Tubbs Fire, with the exception of an electrical caused fire originating from an unknown event affecting privately owned conductor or equipment," CalFire Battalion Chief John Martinez wrote in his report.

Some details about the property, including its owner and address, were blacked out of the report. It said the Napa County property about 3 miles 5 kilometers north of Calistoga was built in 1946 on about 10.5 acres with a wine cellar, pool and several outbuildings.

PG E previously identified the owner of the Napa County compound as Ann Zink. In court filings, the utility said Zink had a private system to carry power to other buildings as well as equipment such as a water pump and water storage tank.

Efforts to reach her Thursday were unsuccessful.

PG E previously said it plans to file for bankruptcy protection next week, citing dollar 30 billion in potential damages from lawsuits linking its equipment to other deadly blazes for which it has been determined to be at fault.

The company said in a statement that despite Thursdays finding, it "still faces extensive litigation, significant potential liabilities and a deteriorating financial situation."

Gov. Gavin Newson said his office believes that more than half of PG Es expected damages stemmed from the wine country fire.

Newsom said his goal is to make sure victims are made whole, that the state has "safe, reliable and affordable service," and that ratepayers "are not paying the price of the neglect" by PG E established in past wildfires.

"I imagine youre going to hear a lot of folks questioning aspects of this and theyre going to be concerned and filled with some anxiety," he said. "I cant tell you what we can do in those circumstances because thats a question for lawyers, judges and potentially juries, and prospects of mediators and settlement."

Legal experts say a determination that PG E equipment was not to blame for the wildfire will probably not stop it from going ahead with its planned bankruptcy.

The company still faces billions of dollars in potential damages from other wildfires, including the Paradise fire in November that took at least 86 lives and became the deadliest on record in the U.S. in the past century.

Bankruptcy would also give the company space to formulate a plan to prevent its equipment from causing more catastrophic fires in the future.

Michael Kelly, an attorney for victims of the fire, said the findings wouldnt have much effect on the lawsuits he has filed.

"Were going to stick by our guns," Kelly said, adding that there are still questions about why PG E didnt cut power to the area despite a high fire danger. He said there is also evidence that contradicts the findings of state fire investigators.

Trading of PG E Corp. stock was halted twice after news about the cause of the fire prompted a surge of buy orders. Once trading resumed, the price rocketed up, closing up dollar 5.96, or nearly 75 percent, at dollar 13.35 a share.

Just because a private electric line caused the wine country fire does not let the utility off the hook for the role of its equipment in other devastating fires, said state Sen. Bill Dodd, a Napa Democrat and frequent critic of PG E.

"This underscores the idea that we all have a role to play in wildfire prevention," Dodd said in a statement.

PG E said in a Jan. 2 court filing that it believed a handyman performing unlicensed electrical work started the wine country fire at the Zink property. The utility said it had no responsibility to maintain or inspect the private system.

Zink, 91, told The San Francisco Chronicle in 2017 that her house was unoccupied at the time of the fire and she was at her other home in Riverside County when the blaze began.

In Thursdays report, one witness reported seeing a transformer explode. Another reported seeing the fire approach a PG E power pole.

One witness, Charlie Brown Jr. of Calistoga, said the electrical wiring leading from Zinks property had not been used in years.

A big woohoo broke out at the Sacramento International Airport on Friday as federal employees learned they were close to getting paychecks after a record breaking 37 day government shutdown.

But the euphoria didnt last long.

TSA workers at the airport quickly reminded each other that the deal President Donald Trump announced, and another shutdown could be on the horizon, said Rebecca Kane, a Sacramento TSA worker who was at a checkpoint as the news spread.

They were among the roughly 800,000 federal employees who havent been paid in weeks because of an impasse in the Capitol over Trumps demand that lawmakers fund the border wall he promised during his 2016 campaign. The agreement he announced does not include funding for the wall.

Gary Holdsworth, a lead transportation security officer and union leader, said the shutdown revealed some bright spots. He was encouraged by organization that offered to help unpaid workers. Credit unions, for instance, offered zero interest loans and community groups made food donations.

He remains frustrated by the leaders who let the shutdown occur. They stole a month of normal living from your basic workers, he said.

US NEWS | PG and E stock soars after California clears it in 2017 fire

The California Department of Forestry and Fire Protection, also known as Cal Fire, said shortly before the stock market closed that a fire on "a private electrical system adjacent to a residential structure" in October 2017.

The Tubbs Fire burned nearly 37,000 acres, killing 22 people and leading to the destruction of more than 5,600 structures in Sonoma County.

"Investigators did not identify any violations of state law," Cal Fire .

Shares of PG E soared nearly 75 percent on the news but fell in after hours trading.

The Tubbs Fire was one of many separate fires that erupted in October 2017 in Northern California. PG E on Thursday was only cleared in the Tubbs blaze and not the others.

PG E may also still be on the hook for damages tied to the Camp Fire in 2018, the most destructive wildfire in California history. PG E has said that it expects to file for bankruptcy due to the potential for tens of billions of dollars worth of legal claims.

Earlier Thursday, activist investor BlueMountain Capital, which owns about 1 percent of PG Es shares, said it . BlueMountain Capital plans to nominate its own slate of directors. Shares of PG E were lower for most of Thursday due to the news.

BlueMountain Capital has already asked PG E twice to delay the bankruptcy filing until after the annual shareholder meeting in May, arguing that a Chapter 11 reorganization would hurt wildfire victims, the companys employees, customers, suppliers and creditors.

A spokesman for BlueMountain Capital added in a statement late Thursday that "the news from Cal Fire that PG E did not cause the devastating 2017 Tubbs fire is yet another example of why the company shouldnt be rushing to file for bankruptcy."

But PG E argues that a Chapter 11 reorganization may still be necessary.

"Regardless of todays announcement, PG E still faces extensive litigation, significant potential liabilities and a deteriorating financial situation," the utility said in a statement.

PG E added that resolving all the challenges it faces from the wildfires of the past two years "will be enormously complex." It noted that thousands of victims have already made claims and that PG E expects thousand of others to do so as well.
