Five people died and two were injured after a small plane apparently came apart Sunday over a suburban Southern California neighborhood, raining debris on streets and backyards and igniting a house fire, authorities said.

Four people in the house that burned in the city of Yorba Linda were killed, along with the pilot, who was the only person in the twin engine plane, Orange County Sheriffs Lt. Cory Martino told reporters.

Martino said the dead occupants of the home were two males and two females but did not provide other information about them.

The twin engine Cessna 414A took off from the Fullerton Municipal Airport about 12 miles 19 kilomters west of the blaze, Federal Aviation Administration spokesman Allen Kenitzer said.

The two story house burst into flames after being hit by the planes main cabin and one its engines, sending panicked neighbors into the streets.

The second engine dislodged and fell onto the street, creating a large hole in the asphalt, according to Eliott Simpson, an aviation accident investigator with the National Transportation Safety Board.

It was a boom. It sounded like something exploded. It shook our house, said John Wolbart, who lives a block away.

He said he ran to the burning house and saw a woman come out with singed hair.

The wounded were taken to a hospital with burns, said Pokey Sanchez, an assistant chief with the Orange County Fire Authority. A firefighter was also treated for a minor injury.

Clint Langford, who lives about a half mile 0.8 kilometers away, said he was in his living room when he heard a low rumbling.

Its the eerie, low rumbling sound that keeps getting lower and louder. It was scary, he said. And then all of a sudden boom. It shook the house.

He looked out his front door and could see plane parts falling out the sky in the distance.

Pat Rogers, who lives about a mile 1.6 kilometers from the crash site, told the Orange County Register he saw the plane on fire and coming apart.

Video posted on Twitter showed panicked residents running to the house as it became engulfed in flames and dark smoke. One man used a garden house to douse a burning wing that landed on the street.

Aerial footage from news helicopters showed plane parts, including side panels and a propeller, scattered on rooftops and driveways near the burned house.

The main body of the plane was found in the backyard of another home not far from the burned house. The fire spread to a SUV that was parked in the driveway.

Debris was scattered over four blocks, Simpson said.

Rain from a winter storm helped firefighters extinguish the house fire.

The National Transportation and Safety Board will investigate the cause of the crash.

A third storm has hit the California coast on Sunday after two major storms slammed the area with heavy downpours.

The two earlier storm systems forced authorities to close part of the US 101, a vital route between Los Angeles and points north and west, due to flash flooding, debris flows and mudslides. 

Additionally, residents who lives along the Woosley fire burn scar in Santa Barbara County were forced to evacuate for several hours on Saturday, reported .

This third storm is much weaker and will be in the form of scattered showers, according to several local reports.

Meanwhile, some areas of Los Angeles and Ventura counties have winter storm warnings in effect until Wednesday morning.  

On Saturday, flood warnings were issued for huge swaths of Southern California and forecasters said the system brought more than four  inches of rain at lower elevations and several feet of snow in the mountains, where whiteout conditions closed roads.

A wind gust in Santa Barbara County topped 80 mph as the storm moved south and at one point dropped more than a half inch of rain in five minutes. Trees and power lines were down across the region.

In Malibu, where the Woolsey fire last year destroyed homes and burned hillsides bare, officials closed Pacific Coast Highway and many other roadways after mud carried trees and rocks into lanes. 

Residents whose homes survived the flames barricaded their properties with sandbags to protect their properties from floodwaters.

Carol Cavella was evacuated during the November fire and again Saturday when the creek behind her house threatened to overflow and inundate her backyard.

The 86 year old put her cat in the car and drove to a coffee shop on higher ground, her son in law, Warren Bowman said.

She does not scare easily, but she got a little scared watching that water rise, Bowman said. He was trying to convince her to come to his house in Los Angeles but she said shed rather wait to see if the waters recede and she can return home.

Elsewhere in the county, evacuations were ordered or recommended for neighborhoods near the Thomas, Whittier and Sherpa fire scars.

This is a dangerous situation, the National Weather Service said, warning that the high rates of rain could send boulders sluicing down denuded hillsides along with the mud and debris.

It has only been a little over a year since a downpour on the huge Thomas Fire burn scar unleashed a massive debris flow that destroyed or damaged hundreds of homes in the seaside community of Montecito. 

The disaster killed 21 people, and two others have never been found.

Rescue crews scrambled Saturday to pluck motorists from cars caught in rising waters, said Mike Eliason, a spokesman for the Santa Barbara County Fire Department. 

He urged drivers who come upon flooded intersections to find alternate routes.

Turn around. Driving through is going to be a costly error in judgment, he said. Its just not worth it.

Multiple accidents were reported on slick highways, including a crash on Interstate 5 that killed the sheriffs search and rescue team volunteer.

The team from Ventura County was on its way to a training exercise when members stopped to help at the scene of a single vehicle rollover crash.

A minivan carrying a family was traveling too fast for the wet conditions, lost control and plowed into members of the team, Los Angeles County fire Capt Tony Imbrenda said. 

Nine people were transported to hospitals, including three members of the team. The victim, Jeff Dye, was a volunteer with the Fillmore Mountain Search and Rescue Team, the sheriffs department said.

This is a very unfortunate situation that couldve been avoided, Imbrenda said, warning motorists to slow down in the rain.

In the Holy Jim fire area southeast of Los Angeles, where an August blaze scoured tens of thousands of acres in the Cleveland National Forest, volunteers using heavy equipment removed debris and deepened a creek bed to help prevent flooding.

The National Park Service warned visitors to Yosemite National Park of possible road closures and advised drivers to bring tire chains in the event of snow or icy conditions.

Winter storm warnings were in place for the Sierra Nevada along with avalanche warnings on the Nevada side of the range. The Sierra is already loaded with snow from a series of storms in January. 

The weather service said areas could see accumulations of up to 10 feet over the next few days.

- Hey there, this is Kevin Smith with First Team

and Christie's Real Estate here in Southern California.

And today I'd like to welcome my guest,

this is Emilie McVay.

She's with Luminous Staging here in Orange County.

And we're gonna talk a little bit about some of the benefits

of using a professional designer like she is,

and some tips and things to look out for

to help get the best and highest price for your property.

So, thank you for being here.

I appreciate it.

- Thank you, Kevin, for having me.

- So, my understanding, you are an interior designer

not just a stager, but you've had

your own business for how many years now?

- 23 years I've done residential interior design,

and I've done staging for one year.

- Okay, great.

Yeah, so Emilie's been consulting with me

and some of my new clients that

have a house coming up on the market,

and some of the tips that have kind of changed

over the last couple of years, I know.

One of the things that we talked about

was a lot of the millennials nowadays

are looking for some of the smart homes,

and things like that.

So what are some of your experiences with that?

As far as design or staging, is there anything

that you could give us a little bit of insight in?

- Well, first of all, the biggest population right now,

or group of people that are

looking for homes are the millennials,

and the millennials as we know are very tech savvy.

They're interested in the homes

that have the Alexa, that have the Google,

that can be operated through their iPhones.

So if they're on vacation they can control the lighting,

the security, the appliances, believe it or not.

- Like the Roombas?

Like the vacuums?

- Exactly, exactly.

They want their home clean when they get back.

So that's a huge population,

and that is gonna add value to the home,

as is doing some home improvement projects

prior to putting your home on the market,

and that's where I come in.

- So you do consulting?

- Right.

- So what I would do is I'd actually have Emilie come over

and you could do a consultation, right, with my sellers?

- [Emilie] Correct.

- All right, and they typically will pay for the staging?

- Yes, they do.

And the realtor also can,

if the seller is not really interested in having it staged

and the realtor really wants to have it staged,

I offer getting paid out of escrow.

- That's huge, because I know

some stagers that don't do that.

So, if they don't have a lot of money,

they're short on the budget, or they're not really thinking

that it's gonna benefit them in some way,

then they don't have to come up with out of pocket money.

So they could be paid at the end.

So that's a definite benefit for you.

- Yes, and they're happier because they see the added value,

they see the home sells quicker, and they're not stressed

about putting money up front when they're already

spending money to sell their home.

- Right, now I've heard that, too.

I've heard different numbers, obviously, from the west coast

to more expensive homes to middle America,

the increase in value that they get from staging,

the cost that they put into it, they get up to 40%,

sometimes even higher.

- Yeah, 15 to 30% is average on the amount

that you can ask for the home,

but the most important factor on the statistics

is selling your home 87% faster from staging.

And 90% of the people look at properties online

before walking into a home,

so you want your photos to be perfect.

You want that to be the eye-catcher before they even go out.

- Right, so yeah, using my professional videographer,

photographer, my drone, everything,

and then having it all staged.

Not only having it furnished correctly,

but open concepts, right?

Space flow, the way people can get around through the house?

- Absolutely.

When someone walks into the home, if they feel like

the flow of the home and the space planning

is set to how they live and makes the home look bigger,

then of course that's gonna be

very appealing to them initially.

- Right.

Another thing is the design of the home, right?

I mean, if it's a traditional-type home,

or a contemporary-type home, you have special furniture

and design skills that would make that house jive, right?

I mean it would look--?

- Yes, I want to stage the home

according to the look of the home.

I don't want to have a 1935 home

and stage it with contemporary modern furniture.

I want the outside and the inside to flow

and to look cohesive and basically

when somebody walks in they go,

"Wow, this home looks well put together for the age."

- All right, and then another thing about your business

is you have a huge staff, right,

that'll be able to help you out.

So as far as how much lead time do you need?

If we're gonna be putting a house in the MLS,

how much typically do you need?

- I think four to five weeks is a reasonable amount of time

for the suggestions that I make, and then I come in.

I can stage it in under a week.

- Okay, so your part is a week,

but if they have decluttering, organizational,

painting, repairs, things like that,

you need at least four or five weeks.

- Yes.

- Okay, that's good to know.

The Cessna 414A took off from the Fullerton Municipal Airport about a dozen miles west of the blaze, Federal Aviation Administration spokesman Allen Kenitzer said.

A two story house burst into flames after being struck by the main cabin and one engine of the plane, sending panicked neighbors into the streets. The second engine dislodged and fell onto the street, creating a large hole in the asphalt, according to Eliott Simpson, an aviation accident investigator with the National Transportation Safety Board.

"It was a boom. It sounded like something exploded. It shook our house," said John Wolbart, who lives a block away.

He said he ran to the burning house and saw a woman come out with singed hair.

The wounded were taken to a hospital with burn injuries, said Pokey Sanchez, an assistant chief with the Orange County Fire Authority. A firefighter was also treated for a minor injury.

Clint Langford, who lives about a half mile away, said he was in his living room when he heard a low rumbling.

"Its the eerie, low rumbling sound that keeps getting lower and louder. It was scary," he said. "And then all of a sudden boom. It shook the house."

He looked out his front door and could see plane parts falling out the sky in the distance.

Pat Rogers, who lives about a mile from the crash site, told the Orange County Register he saw the plane on fire and coming apart.

Video posted on Twitter showed panicked residents running to the house as it became engulfed in flames and dark smoke. One man doused a burning wing that landed on the street with a garden hose.

Aerial footage taken from news helicopters show plane parts, including side panels and a propeller, scattered on rooftops and driveways near the burned house. The main body of the twin engine plane was found in the backyard of another home not far from the burned house. The fire spread to a SUV that was parked in the driveway.

Debris was scattered over four blocks, Simpson said.

Rain from a winter storm helped firefighters extinguish the house fire. They planned to search the burned house in case there were additional victims, Sanchez said.

The National Transportation and Safety Board will investigate the cause of the crash.
