Spend US Military Defense Budget ($716 Billion) In 24 Hours or Lose It All - CHALLENGE - Duration: 10:01.

Hello Infographics fans, and welcome to another special challenge episode of The Infographics

Show.

Today we're taking on the US defense budget, and asking you to find a way to spend every

penny in 24 hours.

As usual you're not allowed to give anything away to charity, and you have to spend all

of it or return everything you bought and pay back everything you spent.

Just like last time if you fail all the money goes instead to an organization dedicated

to kicking kittens- but this time we're adding some innocent puppies into the mix too.

For fiscal year 2019 the US Defense budget stands at a whopping $716 billion, largest

it's ever been.

Yet while this figure may seem astronomical, in reality it's only a few percentage points

of the US's total GDP, and a far cry from World War II when the US spent almost 50%

of its GDP on defense!

Ever since the decline of the Soviet Union the US's defense budget has steadily decreased

from 6.8% of GDP to about 4.5% today- so while the figure has grown in dollars, it's largely

stayed pace with US economic growth.

So how can we blow through $716 billion in 24 hours?

We here at The Infographics Show are big fans of space exploration, and while sending robots

and drones to the outer reaches of the solar system are a great and safe way to gather

data, nothing compares to the achievements of the US's Apollo space program, which brought

us the first human visitors to a heavenly body.

Our first item on our list is thus going to be a resurrection of the entire Apollo space

program- that's right, we're going to do what the US and governments around the world have

been reluctant to do for decades: we're putting humans back in space.

None of this low-orbit hanging around nonsense either, we're looking at the moon and then

after that, Mars.

We've got places to go, and aliens to meet!

But getting humans back into deep space after our decades-long hiatus isn't going to be

easy, we're gonna have to take it easy, so first we're going to return to the moon a

few times in order to try out new technologies and make sure we still know how to survive

past low earth orbit.

At a cost of 25.4 billion dollars in 1973, re-launching the entire Apollo Program today

would cost about $144.3 billion.

But on second thought- we've been to the moon, why are we going back to old stomping grounds?

Let's skip the moon instead and just head straight to Mars!

Due to a severe lack of vision on our elected leaders behalf, costs right now for a mission

to Mars are difficult to ascertain- but it's estimated that a Mars mission by 2035 would

cost $230 billion dollars.

Because Mars is so far away and could take up to a year and a half to reach, our crew

won't be flying in a regular space capsule- instead we'll be building a multi-hubbed traveling

space station, complete with living and research facilities.

Therefore our $230 billion price tag would cover the costs of multiple launches of NASA's

new space workhorse, the Space Launch System, all to get the pieces of our spacecraft into

orbit.

Nine months later we'll be touching down on the lonely red planet and planting our Infographics

flag on mankind's new frontier!

That's $230 billion down, and $486 billion to go!

Putting humanity back on a path to the stars though is going to require some smart thinkers,

so we think the smartest thing to do is to invest in America's students.

For years the US has debated free higher education for its millions of students, with considerable

pushback from those who view the cost as too great to bear.

Lucky for us, we've got hundreds of billions to give away for free and think that investing

in education is a pretty smart bet- so we're going to pay for four years of college for

all American students.

With an estimated $75 billion a year cost, that brings the total figure to $300 billion

for four years, which we think is a small price to pay for the influx of new engineers,

scientists, and economists that we'll receive in 4 years.

Truthfully though we're just following in the footsteps of US history- after World War

II the MGI Bill provided free college education to returning war veterans, seeing a whopping

8 million service members earn their degrees.

The MGI Bill in many respects helped build the foundation of scientists, engineers, teachers

and thinkers who created the information age and catapulted the United States to its position

as a global leader.

That puts us at $530 billion, leaving us with $186 billion to go!

The UN estimates that nearly 800 million people don't have enough to eat every day- that's

about 10% of the world's population.

In order to combat world hunger, the UN wants to bring individuals around the world up to

the World Bank's poverty line of $1.25 a day- which would cost the world $116 billion a

year.

However, just feeding people isn't solving the problem, and in order to radically change

the conditions of hundreds of millions of impoverished or working poor people around

the world the UN sees a need for an aggressive program of expanding irrigation, infrastructure,

and creating credit facilities and cash transfers via aid programs to help farmers and workers

get access to tools they need to help themselves.

That would cost the entire planet an estimated $151 billion a year, or right around .15%

of the total global GDP.

To us, investing in people so they can help themselves is far more attractive option than

just a hand out, so we're going to put up the $151 billion needed for the first year

of the UN's program to help the global poor.

That brings our total expenses so far to $681 billion, leaving us with $35 billion.

For our next few purchases, we think we've been more than charitable already- it's time

to spend on us, and boy have we got a special purchase in mind.

Move over, Queen Elizabeth, cuz your fancy digs are now officially ours.

With 775 rooms and sitting 5 stories across 828,821 square feet, Buckingham palace is

the most iconic residence in the world, and at a value of 2.7 billion US dollars, it's

practically a steal for our oversized budget.

But why stop with the Queen's home?

What's a kingly castle- or queenly in this case we suppose- without the bling that goes

along with it?

Spanning a collection of over 140 objects that range from crowns to swords, to altar

That brings our total to $9 billion for our fancy new digs and our serious world class

bling, for a grand total of $690 billion, and $26 billion left over.

Next up we're going to indulge a little bit in our love for soccer and basketball both.

In 2018 the most valuable soccer clubs in the world were Manchester United at 4.1 billion,

and Real Madrid at 4.09 billion, with each team pulling in $737 and $735 million in revenue

every year.

At a combined price of 8.19 billion dollars, buying up these two soccer heavyweights- or

football as they are known literally everywhere but the US- is a smart investment, but we're

not done.

You have to spend money to make money, and we're going to go ahead and spend another

6.9 billion to buy two of the most popular basketball teams in the world: the New York

Knicks and the Los Angeles Lakers, each worth 3.6 and 3.3 billion respectively, and pulling

in $426 million and $371 million every year, for a combined total of $797 million revenue

a year!

That nets us a total income of 2.3 billion dollars every year for a one-time fee of $15.1

billion dollars- a very smart investment indeed!

That brings our total costs to $705.1 billion dollars, leaving us with $10.9 billion.

U.S. Efforts Towards D.P.R.K. Denuclearization - Duration: 24:53.

MR BIEGUN: Good afternoon.

Thank you, Dr. Shin, and thank you to Stanford University and to the Shorenstein Asia-Pacific

Research Center for inviting me here today.

I want to add particular thanks to a few representatives of the university community who are here with

us today, especially Dr. Sig Hecker, Bob Carlin, and my friend and former colleague, Andy Kim.

Secretary of State Pompeo sends his regards to you all, and we are eager to work as closely

as possible with your team here at Stanford to continue to benefit from your expertise

and advice.

I hope I do not need to tell anybody in this room that here at Stanford is assembled the

most formidable collection of expertise on North Korea that can be found anywhere in

the United States today.

You have in your midst former policy makers, intelligence officials, and scientists who

have devoted a large part of their life's work to solving one of the most complex and

dangerous challenges we face in the world today: an unresolved war, massive military

capabilities on high alert, weapons of mass destruction and their means of delivery, and

all smack dab in the most geopolitically and economically sensitive geography in the entire

world.

In my position as Secretary of State Pompeo's special representative for North Korea, it

is my assignment to oversee and lead the broad diplomatic initiative to achieve the final,

fully verified denuclearization of North Korea.

I am only the latest official to take on this task, following behind a line of long – a

long line of distinguished diplomats who have devoted themselves to the same.

Yet, two and a half decades after it was first found that North Korea was on the cusp of

acquiring the means for weapons of mass destruction, we seemingly find ourselves farther away than

ever from that goal.

The last 25 years was not wasted, though certainly there were most – there were missed opportunities

by both the United States and North Korea, and nothing in today's circumstances necessarily

guarantees that we will be successful.

However, today we differ in both situation and approach from the past.

In President Trump, the United States has a leader who, more so than any previous president,

is deeply and personally committed to once and for all bringing an end to 70 years of

war and hostility on the Korean Peninsula.

In North Korea, a young leader stands atop a country of 25 million people, possessing

one of the world's largest armies and nuclear weapons capabilities.

And yet Chairman Kim Jong Un has stated his intention to denuclearize and to turn his

energies fully to meeting the needs of his people and developing the North Korean economy.

Neither leader is constrained by traditional expectations that might doom their teams to

try the exact same approach as in the past, with no expectation of anything but the same

failed outcome.

Instead, President Trump and Chairman Kim have decided to pursue a top-down approach

with a breadth of actions that – if successful – will fundamentally transform relations

between our two countries.

In the process of that transformation, we could see a historic set of events in the

region that would help establish a more stable, peaceful, and prosperous Asia for this generation

and for many to come.

It is well known that during the presidential transition after the 2016 election, then-President

Obama impressed upon President-elect Trump that the number one danger the United States

faced in the world was the burgeoning nuclear weapons and intercontinental ballistic missile

programs of North Korea.

From that briefing it sounded as if the possibility of conflict on the Korean Peninsula was imminent,

and for much of 2017 it seemed that that just might be so.

Numerous provocative tests of North Korean ICBMs and ever-larger nuclear weapons caused

the escalation of tensions on the Korean Peninsula to their highest level in decades.

Tough sanctions were imposed upon North Korea by the United Nations Security Council, and

threats and counter threats were hurled between the two countries.

Yet by the end of 2017 something began to shift.

Quiet outreach between the two Koreas led to a breakthrough moment of a joint Korean

Olympic team participating at the Winter Olympics, followed by a face-to-face meeting between

North and South leaders at Panmunjom Village in the demilitarized zone.

Around the same time, President Trump authorized American officials to engage directly with

counterparts in North Korea in search of a diplomatic path forward.

President Trump then made a bold and courageous decision to engage directly at the leader

level with Chairman Kim at the Singapore summit in 2018.

The course chosen by President Trump last year to engage directly with Chairman Kim

interrupted the trajectory toward possible conflict.

For our part, we have communicated to our North Korean counterparts that we are prepared

to pursue – simultaneously and in parallel – all of the commitments our two leaders

made in their joint statement at Singapore last summer, along with planning for a bright

future for the Korean people and the new opportunities that will open when sanctions are lifted and

the Korean Peninsula is at peace, provided that North Korea likewise fulfills its commitment

to final, fully verified denuclearization.

There are many challenges that make it especially complicated for the United States and North

Korea to embark upon a diplomatic initiative of this magnitude.

It is an understatement to say that our two systems are very different.

Our relations are predicated on an armistice – or a ceasefire – that has been in place

now for more than six decades.

We are located in very different parts of the world with very different histories.

We have dramatically different views on individual rights and on human rights.

And those enduring realities have formed different worldviews about the region and about each

other.

We also have no trade of any sort, no diplomatic relations, and virtually no ability to communicate

directly with one another.

And yet despite these many obstacles, we have managed to sustain engagement now for many

months, largely due to the personal determination of President Trump and his consistent willingness

to use voice and written word to send positive messages of trust and confidence to Chairman

Kim and the North Korean leadership.

Since President Trump's summit with Chairman Kim in Singapore, the United States has remained

in steady contact with North Korea.

In July, shortly after the groundbreaking summit in Singapore, Secretary of State Pompeo

made a follow-up visit to Pyongyang, where he met on extended – for an extended period

with Kim Yong Chol, one of Chairman Kim's closest advisors and most senior officials.

In September, Secretary of State Pompeo met at the United Nations General Assembly in

New York City with North Korean Foreign Minister Ri Yong Ho.

In October, the Secretary traveled to Pyongyang, where we met with Chairman Kim, with his sister

and close advisor Kim Yo Jong, and again with Kim Yong Chol.

A New Year's speech by Chairman Kim at the beginning of this year reaffirmed his commitment

to both denuclearization and economic modernization.

Less than three weeks after, Secretary of State Pompeo hosted a senior North Korean

delegation in Washington, D.C., led by Kim Yong Chol.

This visit, which was just 10 days ago, allowed us to cover a number of outstanding issues

and, during the course of an hour-long Oval Office meeting with President Trump, set in

motion plans for a second summit between President Trump and Chairman Kim.

Less noticed but nonetheless very important, I also had the opportunity during that visit

to hold a first extended working-level discussion with my newly appointed North Korean counterpart,

Ambassador Kim Hyok Chol.

In our meeting, we had a discussion that was productive, focused, results-oriented, and

it laid out the first steps in a plan for comprehensive working-level negotiations ahead.

We were satisfied with the outcome of the visit, and in the very near future we'll

be pursuing concrete plans to advance all of the elements of the Singapore joint statement.

Over the past many months, not only the President and the Secretary of State, but also the Vice

President, National Security Advisor, and other administration senior officials have

continuously pressed the goals of our North Korea diplomacy with our friends, partners,

and allies around the world, including at the United Nations, at the APEC Summit, at

the ASEAN Regional Forum, at the East Asia Summit, at the G20 Summit, and in the many

bilateral meetings with counterparts around the world.

The skilled and seasoned diplomatic team that I have the privilege to lead at the Department

of State has likewise built and maintained the support of partners, friends, and allies

around the world to our approach, giving a strong backbone to our diplomacy.

For my part, I have now been in this position for five months.

During that time, I've had the opportunity to meet every North Korean official at every

level with whom the United States will be engaged in this diplomatic endeavor, from

Chairman Kim to my newly appointed counterpart.

In the past five months, I have traveled a lot, with a trip to North Korea, multiple

trips to South Korea, two trips to Japan, two to China, two to Russia.

In the past week, my team had the opportunity to play host to visits in Washington, D.C.,

led by delegations – my Chinese counterpart and my Russian counterpart.

With both China and Russia, there is the promise of cooperation on the denuclearization of

the North Korea peninsula and the establishment of a lasting peace on the peninsula.

North Korea is not just a regional issue, but one of importance to our allies and partners

around the world.

We meet regularly with the British, Australian, New Zealand, and Canadian counterparts, who

have been a critical part of our global efforts and our pressure campaign.

Last fall, we had the opportunity to lay out our strategic vision to our NATO allies at

the North Atlantic Council and our partners in the European Union at the Political Security

Committee (sic).

The French Ministry of Foreign Affairs generously hosted a quad meeting that included my senior

counterparts from Britain and Germany.

And finally, a week and a half ago, our team had the opportunity to attend an extremely

useful and informative international conference on North Korea hosted by my counterpart in

Sweden, with American, South Korean, and North Korean participation.

Of course, the purpose of diplomacy is not more meetings.

The purpose of the meetings is to produce outcomes and progress.

Over the fall, we and North Korea have gained familiarity among our leaders and our senior

officials.

We have seen both governments create dedicated positions to advance their diplomacy.

We have found a more consistent pattern of communications, though still challenged at

times, but the most intensive between our two countries in many years.

While there is still much work to do, we should also not ignore the progress we have made

to date.

For one, there are no American citizens wrongfully detained today in North Korea.

In fact, last fall an American citizen crossed illegally into North Korea on foot from China.

Shortly after that, the North Koreans informed us that this person had been detained, interrogated,

judged to not pose a threat, and would be expelled from North Korea.

Aided by Sweden, our consular protecting power in Pyongyang, this American citizen was on

a plane and back in the United States in time for Thanksgiving.

I do not need to tell anyone who follows North Korea closely that one year ago this sequence

of events could have played out in a very different manner.

It is possible to read too much into something like this, as this was simply the normal action,

one that governments around the world take on a daily basis as people enter countries

illegally.

But with North Korea and the United States, normal has rarely been the norm.

In December, at the direction of Secretary of State Pompeo, the United States, working

together with humanitarian aid groups operating in North Korea, eased rules on the delivery

of legitimate humanitarian assistance to the people of North Korea.

We are now making quick progress, clearing a backlog of approvals that had accumulated

at the United Nations sanctions review committee.

At the same time, with the confidence that we gained from the normal treatment of the

U.S. citizen who illegally entered North Korea last fall, we have also more favorably reviewed

requests for travel exemptions for American citizens for purposes of implementing and

monitoring these humanitarian aid programs.

In another area of progress since the Singapore summit, the United States and North Korea

have cooperated on the return of 55 sets of human remains believed to be those of Americans

who fell in the Korean War on the battlefields of North Korea more than 60 years ago.

The painstaking work of identifying those remains is under way by the Department of

Defense.

And just last week, we saw another set of remains confirmed and identified to be those

of Frank Julius Suliman, age 20, from Nixon, New Jersey.

Sergeant Suliman perished in North Korea in a POW camp at the age of 20 in the bloom of

his life.

The Department of Defense is currently in discussion with the North Korean military

on plans for ambitious recovery excavations at the site of some of the Korean War's

bloodiest and most costly battles.

With more than 5,000 fallen Americans still unaccounted for from the Korean War, President

Trump is committed to press for closure for every American family.

It is our hope that the progress in remains recovery will take us a step closer to finally

healing the wounds of that terrible war.

On the Korean Peninsula, we are seeing a level of cooperation between the North and South

that has been absent for a decade and a half and perhaps exceeds any undertaken in the

past.

In addition to multiple summits between the leaders of South and North Korea, dozens of

inter-Korean projects have been undertaken, including people-to-people exchanges, humanitarian

assistance, and major surveys of peninsular rail and road infrastructure that both advance

and tantalize the potential for economic cooperation that would flow from denuclearization, the

lifting of sanctions, and the establishment of a lasting peace on the Korean Peninsula.

The militaries of the North and South together, working through and with the United Nations

Command and U.S. Forces Korea, have embarked upon a number of confidence and security building

measures that have lowered the threat level and tensions at the Demilitarized Zone.

And while there is still much that remains left to do, for the first time in my lifetime

the Demilitarized Zone is actually being demilitarized.

I made my most recent visit to Panmunjom Village just before Christmas last year.

It was quiet and peaceful, with the restoration of regular communications between the two

sides of the border.

Not a weapon was to be seen.

Not even a sidearm.

What an amazing difference from one year ago, when frontline troops on both sides were prepared

for imminent conflict.

Last and most important, we've also made some progress on addressing the central issue

of our diplomatic engagement: the final, fully verified denuclearization of North Korea.

While we would want to be much farther along, and while – than where we currently are,

we have made some progress over the last six months with expectations of more to come.

It has been more than 400 days since North Korea has undertaken a provocative test of

missiles or nuclear weapons.

Over the past year, North Korea has taken preliminary steps to dismantle and destroy

the test sites used for these missile and nuclear tests: Tongchang-ri and Punggye-ri.

At the last North-South summit in Pyongyang, Chairman Kim committed to allow access for

international experts to verify the complete dismantlement and destruction of Tongchang-ri.

During the Secretary of State's October meetings in Pyongyang, Chairman Kim likewise

committed to invite American experts to ensure the complete destruction of Punggye-ri.

While these sites are not critical parts of the current North Korean missile or nuclear

programs, after an interlude of 10 years in which no international inspections of any

kind have occurred, they represent a step in the right direction for our two countries

to renew cooperation on the steps necessary to give confidence to the process of denuclearization.

We will soon be in discussion with our North Korean counterparts on the modalities to follow

through on Chairman Kim's commitment for both of these sites.

In addition to the commitments on Tongchang-ri and Punggye-ri, Chairman Kim also committed,

in both the joint statement from the aforementioned Pyongyang summit as well as during the Secretary

of State's October meetings in Pyongyang, to the dismantlement and destruction of North

Korea's plutonium and uranium enrichment facilities.

This complex of sites that extends beyond Yongbyon represents the totality of North

Korea's plutonium reprocessing and uranium enrichment programs.

Chairman Kim qualified next steps on North Korea's plutonium and uranium enrichment

facilities upon the United States taking corresponding measures.

Exactly what these measures are are a matter I plan to discuss with my North Korean counterpart

during our next set of meetings.

From our side, we are prepared to discuss many actions that could help build trust between

our two countries and advance further progress in parallel on the Singapore summit objectives

of transforming relations, establishing a permanent peace regime on the peninsula, and

complete denuclearization.

Finally and importantly, in describing to us their commitment to dismantle and destroy

their plutonium and uranium enrichment facilities, the North Koreans have also added the critical

words "and more."

This is essential, as there is more – much more – to do beyond these facilities to

follow through on the Singapore summit commitment to complete denuclearization.

Before the process of denuclearization can be final, we must also have a complete understanding

of the full extent of the North Korean weapons of mass destruction missile programs.

We will get that at some point through a comprehensive declaration.

We must reach agreement on expert access and monitoring mechanisms of key sites to international

standards.

And ultimately, we need to ensure the removal and destruction of stockpiles of fissile material,

weapons, missiles, launchers, and other weapons of mass destruction.

All of this must be addressed in a roadmap of working-level negotiations that will be

essential if we are to put in place the necessary conditions to fundamentally transform U.S.-North

Korean relations and establish a peace – a permanent peace – on the Korean Peninsula.

And President Trump has made clear that should North Korea follow through on Chairman Kim's

commitment to complete denuclearization, the United States will in return exceed anything

previously thought possible.

So, with the progress made so far, what remains is where we go next.

As I have mentioned, President Trump and Chairman Kim will meet at a second summit at the end

of February.

President Trump has made clear both to North Korea as well as to our team that he expects

significant and verifiable progress on denuclearization, actions that are bold and real, to emerge

from that next summit.

We expect to hold working-level negotiations with our North Korean counterparts in advance

of the summit, with the intention of achieving a set of concrete deliverables, a roadmap

of negotiations, and declaration – a roadmap of negotiations and declarations going forward,

and a shared understanding of the desired outcomes of our joint efforts.

We have that responsibility to our two leaders, who laid out a bold vision when they met in

Singapore last year.

We also have that responsibility to the people of the Korean Peninsula.

When President Trump met with Chairman Kim in Singapore, he showed him a vision of what

robust economic development could mean for North Korea.

This bright future, driven by investment, external engagement, and trade and built with

the incredible resources of the Korean Peninsula is also part of our strategy to plan for success.

At the appropriate time, with the completion of denuclearization, we are prepared to explore

with North Korea and many other countries the best way to mobilize investment, improve

infrastructure, enhance food security, and drive a level of economic engagement that

will allow the North Korean people to fully share in the rich future of their Asian neighbors.

This prosperity, along with the denuclearization and peace, lies at the core of President Trump's

vision for U.S.-North Korea relations.

Much has transpired over the past two years between the United States and North Korea.

Much has transpired since the Singapore summit.

Much has transpired in just the past month, and much has yet to happen.

I think it's fair to say that we have more work ahead of us than we do behind us.

As I have mentioned already, United States policy toward North Korea stands on the foundation

of final, fully verified denuclearization.

This means the elimination of all weapons of mass destruction, their means of delivery,

and the means to produce them.

But I also want to say again, emphatically, that President Trump's vision is also much,

much more, including, as outlined in Singapore last summer, the transformation of U.S.-North

Korea relations and the establishment of a permanent peace on the Korean Peninsula.

The President believes in a bright and more secure future for all the people of the Korean

Peninsula, in Northeast Asia, and the world.

It is a cliche to say that failure is not an option, but that suggests that failure

is a choice rather than a consequence.

I have intentionally not focused on the many ways that this could all fail.

As the diplomatic record of the past 25 years shows, they are too numerous to count.

We need to have contingencies if the diplomatic process fails, which we do.

But if we are to avoid failure, it will take the United States, North Korea, and many other

nations to make the affirmative choice for a transformed and peaceful Korean Peninsula.

The United States has made that choice.

It is the promise of closing the door on 70 years of war and hostility on the Korean Peninsula

that led President Trump to Singapore last year.

His relentless pursuit of that goal has created the space to achieve everything I've discussed

today.

Now is the opportunity.

Now is the moment.

The United States is ready to turn the vision outlined by President Trump and Chairman Kim

at Singapore into reality.

THE UNITED States is to pull out of a landmark nuclear treaty with Russia as soon as this

weekend after last-ditch talks failed to reach a breakthrough.

The breakdown in negotiations between the rival nations could see nuclear-armed ballistic

missiles deployed to Europe for the first time since the Cold War.

Washington has long accused Moscow of flouting the Intermediate-range Nuclear Forces Treaty

(INF) with its Novator 9M729 missile.

But eleventh-hour talks aimed at forcing Russia back in line to save the pact have now fallen

flat.

The breakdown in negotiations comes after NATO chief Jens Stoltenberg warned Russia

had made the use of nuclear weapons more likely with its violation of the INF.

The 1987 treaty was aimed at averting a potential nuclear war by prohibiting the US and Soviet

Union from stationing short and intermediate-range, land-based missiles in Europe.

The US insists that Russia is violating the INF with the 9M729, called the SSC-8 by NATO,

because of its range.

But Russia denies that and says the weapon does not fall under those banned by the treaty.

Moscow claims Washington is using the missile as a false pretext to quit the treaty so the

US can develop new weapons of its own.

In a bid to salvage the accord, US Under Secretary of State for Arms Control and International

Security Andrea Thompson held last-ditch talks with Russian Deputy Foreign Minister Sergei

Ryabkov in Beijing today.

But following their meeting on the sidelines of a P5 meeting of nuclear powers, the pair

failed to reach an agreement.

Ms Thompson said she expected Washington to now stop complying with the treaty as soon

as this weekend, a move she said would allow the US military to immediately begin developing

its own longer-range missiles if it chose to do so, raising the prospect they could

be deployed in Europe.

She said pulling out would then free the US to start developing new weapons of its own.

She said: "We are then also able to conduct the R&D and work on the systems we haven't

been able to use because we've been in compliance with the treaty.

"Come February 2, this weekend, if DoD (the U.S. Department of Defense) chooses to do

that, they'll be able to do that."

Mr Ryabkov said Moscow would continue working to reach an agreement but accused Washington

of playing games.

He was quoted by the Sputnik news agency as saying: "The United States imposed a 60-day

period during which we had to fulfil their ultimatum.

"I conclude that the United States was not expecting any decision and all this was a

game made to cover their domestic decision to withdraw from the INF Treaty."

The Novator 9M729 can be fired from a mobile launcher and quickly transported by road meaning

it is difficult to detect and hard to defend against.

Speaking to CNBC at the World Economic Forum in Davos earlier this month, NATO boss Mr

Stoltenberg warned the Kremlin's decision to develop the missile made the use of nuclear

weapons more likely.

He said: "Russia is in violation of that treaty, they have developed and deployed new

missiles which are mobile, hard-to-detect, short warning time, and they are therefore

reducing the threshold for any use of nuclear weapons.

"So we call on Russia to come back in to verifiable, transparent compliance with that

treaty, because this is really important for all of us."

President s campaign and affiliated committees announced Thursday they raised more than dollar 21 million in the final three months of 2018, a strong showing at a particularly tumultuous point in his presidency and a sign of the formidable head start he has in fundraising over the seeking to unseat him.

That brings the total fundraising haul for his re election effort to more than dollar 129 million, a record amount for a sitting president at this point in the election cycle. The campaign has more than dollar 19.2 million in cash on hand by the end of 2018, officials said.

Trumps fundraising stands in stark contrast to the wide open Democratic presidential contest, in which as many as two dozen candidates may vie for the partys nomination and candidates are now gearing up their campaigns and fundraising capabilities.

The majority of the money Trump raised during the period came from donors giving sums of dollar 200 or less, the campaign said. These figures are expected to be reported in new FEC records that will be released Thursday night.

Trumps enormous haul in the fourth quarter came even as the presidents party lost its majority in the House during the midterm elections, and as Trumps demand for a wall at the U.S. Mexico border led to a partial shutdown of the federal government and sagging presidential approval ratings.

At Thursdays meeting with Trump, Liu said China agreed to purchase an extra 5m tons of soybeans per day. The moveádrew a positive reaction from Trump, who said it would "make our farmers very happy".

The White House later clarified that the purchase would not be daily and there had been no time frame set.

While China has offered increased purchases of US farm, energy and other goods to try to resolve the trade disputes, negotiators dug into thornier issues, including Washingtons demands that Beijing takes steps to protect US intellectual property and end policies that the White House says force US companies to turn over technology to Chinese firms.

Lighthizer said there was "substantial progress" on these issues, including verification mechanisms to "enforce" Chinas follow through on any reform commitments it made.

"At this point, its impossible for me to predict success. But were in a place that if things work out, it could happen," Lighthizer said at the Oval Office meeting.

Later, he told reporters that the US objective was to make Chinas commitments "more specific, all encompassing and enforceable" with a mechanism for taking action if Beijing failed to follow through, but declined to provide specific issues.

Reuters news agency previously reported that such an enforcement mechanism would involve a snap back of US tariffs.

Asked whether the two sides discussed lifting US tariffs on Chinese goods, Lighthizer said tariffs were not part of the talks.

A person familiar with the discussions said a broad range of concerns about access to Chinese agricultural markets were raised in the talks but little progress was made.

Trump said he did not think he would need to extend the March 1 deadline. "I think when President Xi and I meet, every point will be agreed to," Trump added.

But Trump has vetoed multiple proposed trade deals with China, choosing to push ahead with tariffs on Chinese goods to gain leverage.

Earlier, Trump said on Twitter he was looking for China to open its markets "not only to Financial Services, which they are now doing, but also to our Manufacturing, Farmers and other U.S. businesses and industries. Without this a deal would be unacceptable!"

Washington complaints on technology transfers, and intellectual property protections, along with accusations of Chinese cyber theft of US trade secrets and a systematic campaign to acquire US technology firms, were used by Trumps administration to justify punitive tariffs on dollar 250bn worth of Chinese imports.

China has retaliated with tariffs of its own, but has suspended some and is allowing some purchases of US soybeans during the talks.

Chinese officials have said their policies do not coerce technology transfers.

The US tariffs on Chinese goods are just one front in Trumps efforts to upend the global trading order with his "America First" strategy. He has also imposed global tariffs on imported steel and aluminium, washing machines and solar panels and has threatened to raise tariffs on imported cars unless Japan and the European Union offer trade concessions.

 Britain, France and Germany have announced a new financial instrument to help European companies circumvent US sanctions in a bid to keep the nuclear deal with Iran alive

   The Instrument for Supporting Trade Exchange (INSTEX), which was registered this week, is designed to facilitate legitimate trade with Iran without exposing European Union firms to US sanctions on the Islamic Republic

   The move is in defiance of Donald Trump's policy of applying "maximum economic pressure" to the country and underscores the deepening rift between Brussels and Washington over how best to handle Tehran

   Jeremy Hunt, the Foreign Secretary, called the "special purpose vehicle"  a "significant step forward" in meeting European commitments under the 2015 nuclear deal, which lifted some sanctions against Iran in exchange for halting its nuclear program

   "This is a clear, practical demonstration that we remain firmly committed to the historic 2015 nuclear deal struck with Iran, the Joint Comprehensive Plan of Action, for as long as Iran keeps implementing it fully," he said

   "The SPV will facilitate legitimate trade under European and international law

Its immediate focus will be on enabling trade in goods where the immediate need of the Iranian people is greatest, i

e. foodstuffs, pharmaceuticals and consumer goods."  In a joint statement with Heiko Maas, the German foreign minister, and Jean-Yves Le Drian, the French foreign minister, he said the mechanism would initially be used to increase the flow of basic food staples and medical supplies to Iran

   Donald Trump pulled the United States out of the agreement and re-imposed sanctions on Iran in May 2018, complaining that although Iran was in compliance with the deal, it failed to address its missile program or regional meddling

   European governments refused to follow his lead, insisting that the agreement remains the best way to avoid nuclear proliferation in the Middle East

   The US move exacerbated an already deep economic crisis in Iran and deterred many European firms from continuing to trade with Iran lest they fall foul of increasingly restrictive US Treasury sanctions

   A spokeswoman for the US State Department said it was watching the development to learn more about the mechanism, but did not expect it would "in any way impact our maximum economic pressure campaign

The UN said patents for AI based inventions have exploded in recent years, with half in history filed since 2013.

China and the are ahead of the global competition to dominate artificial intelligence AI , according to a study by the  World Intellectual Property Organization WIPO published on Thursday.

The research found tech giant IBM had by far the biggest AI patent portfolio with 8,920 patents, ahead of Microsoft with 5,930, and a group of mainly Japanese tech conglomerates.

accounted for 17 of the top 20 academic institutions involved in patenting AI and was particularly strong in the fast growing area of "deep learning" a machine learning technique that includes speech recognition systems.

"The US and China obviously have stolen a lead. Theyre out in front in this area in terms of numbers of applications and in scientific publications," WIPO Director General Francis Gurry told a news conference.

US President has accused China of stealing American innovations and technology and has slapped trade tariffs on dollar 234bn of Chinese goods to punish Beijing.

China said in December it resolutely opposed "slanderous" accusations from the US and other allies criticising China for economic espionage and stealing intellectual property and company secrets.

Gurry acknowledged there were accusations about Chinas behaviour.

However, he said there was no doubt it had embraced the global intellectual property system, with the worlds largest patent office and the largest number of domestic patent applications.

"They are serious players in the field of intellectual property," he said.

According to the study, AI linked patent filings make up just 0.6 percent of the global patent pool, but that number is expected to swell with widespread implications.    

Patent applications in machine learning, which includes techniques used by ride sharing services to minimise detours, averaged annual growth of 28 percent between 2013 and 2016, the last year for which data is available, because of an 18 month period before confidential applications are publicly disclosed.

Much of that growth came from deep learning, which overtook robotics as it ballooned from 118 patent applications in 2013 to 2,399 in 2016.

The single most popular AI application was computer vision, used in self driving cars, and mentioned in 49 percent of all AI related patents.

The WIPO study found companies were far more active than universities and other public research institutions in filing AI related patents, accounting for 26 out of the 30 top applicants in the field.

The study is based on data from 2016, but Gurry said there was no reason to believe the astronomical surge in such filings had not continued since then.

"The general direction that we see ... is that this is infiltrating most things," Gurry said.

He stressed it was not up to WIPO to make a judgement call on whether the new technologies were good or bad, but the UN agency aimed to provide a wealth of empirical data to inform important and much needed societal discussions around AI and its implications.

Twitter Inc. revealed Thursday that it had removed thousands of malicious accounts — thought to have originated in Iran, Russia and Venezuela — for spreading disinformation online, including previously undisclosed efforts to target the 2018 U

S. midterm election.  In the months before American voters went to the polls, Twitter said, some of these campaigns with foreign ties sought to stoke social and political unrest around hot-button issues, echoing tactics that social media companies have spent two years trying to counter

The approach had been adopted by the Internet Research Agency, an organization with ties to the Russian government, two years earlier in an attempt to steer the 2016 presidential election in favor of Donald Trump

 Similar tactics also had been put to use by operatives believed to be in Venezuela: Twitter said it has removed 764 accounts originating in that country that mimicked Russia's information operations

The company said it removed a majority of these accounts by November 2017, but some more-recently created accounts tweeted 50,000 times about the 2018 midterm election

Twitter said a second "state-backed influence campaign" found and disabled in Venezuela focused on that country's own citizens

U.S. envoy will travel to Seoul next week to meet with his N. Korean counterpart: U.S. State Dept. - Duration: 2:06.

We start with news that the U.S. envoy for North Korea will meet his North Korean counterpart

early next week,... to discuss the next steps in dismantling the regime's nuclear weapons

program.

President Trump has also hinted that the date and venue for his second summit with Kim Jong-un

will be announced in the coming days.

With the second Kim-Trump summit a matter of weeks away,... the State Department has

revealed U.S. Special Representative for North Korea, Stephen Biegun will travel to Seoul

on Sunday,... for follow-up meetings with his North Korean counterpart.

While it hasn't been confirmed, his counterpart is reported to be the former North Korean

ambassador to Spain, Kim Hyok-chol.

The State Department added the two sides will discuss "next steps" to advance their objective

of the final, fully verified denuclearization of North Korea,... but did not reveal the

date or location of the talks.

Biegun also plans to meet with his South Korean counterpart Lee Do-hoon during his stay in

Seoul.

This comes as President Trump said on Thursday that the date and the venue for the second

Pyeongyang-Washington summit will be revealed in the coming days.

"We're going to announce it pretty soon.

We'll be announcing it early next week.

has "contingencies" if the diplomatic process fails.

by U.S. Secretary of State Mike Pompeo,... to the dismantlement and destruction of North

Korea's plutonium and uranium enrichment facilities.
