Discrimination against women as a class, or as individuals in any form, is no longer acceptable
in our society.
In a bill which became law on July 9, 1974, it instructed the California Highway Patrol
to conduct a controlled two-year experiment, to test the capability of women to perform
as traffic officers.
Not as special duty personnel, not in protected locations, but as full-fledged traffic officers
performing the full range of highway patrol duties in every circumstance which men had
been facing for decades.
We salute you all graduating cadets, and we salute you women cadets, who bear a heavy
burden of responsibility, to perform well for all eyes will be upon you.
If you succeed, your success will be heralded and acclaimed as some proof that women can
be employed in law enforcement patrol duties.
25,000 enforcement stops.
17,000 motorists services.
1,200 in custody arrests for all types of crimes.
And over 1000 accidents investigated.
All of these handled by women officers.
To you Jennifer Schultheis, who started the ball rolling by filing a law suit in 1973,
thank you for your courage to come forward, challenging CHP to employ women as peace officers.
To you, California Highway Patrol commissioners Glen Craig and Jerry Clemmons, thank you for
taking the law suit seriously, and taking action with careful thought and concern for
what was best for the future of our Department.
To you, Judge Joan Dempsey Klein, and all of the committee members who worked on the
WTOP study, we thank you for your honesty, hard work, and diligence.
Judge Dempsey Klein, thank you for not only believing in the women of the WTOP class,
but for challenging them to succeed.
Their success paved the way for our success.
And finally to you, the women of the WTOP class, for all of the challenges you may have
endured in the beginning of your careers, although humble your pride and your accomplishments
is evident.
Thank you for never asking for special treatment, or to be put on some sort of pedestal, thank
you simply for wanting to be California Highway Patrolmen.
For all of you, who had a hand in opening the door for women in law enforcement, thank
you for making all of this possible.
It has been a great ride.
No one else has taken this many candidates and permitted them to function in regular
patrol situations for so long a period.
The objectivity and thoroughness of our study, along with the advice and assistance provided
by a dedicated committee assures valid findings, and those findings almost certainly will say
that qualified women can serve the California Highway Patrol honorably and well in the future.
