South Korea, U.S. suspend Freedom Guardian exercise set for August - Duration: 3:22.

South Korea and the United States will suspend their regularly scheduled combined military

exercises slated for August.

However, President Trump has tweeted that the drills can restart immediately,... if

denuclearization talks with North Korea break down.

Park Ji-won reports.

Seoul's defense ministry announced early Tuesday morning that South Korea and the U.S. will

suspend all planning as expected for the annual Freedom Guardian joint military exercises

set for August.

The defense ministry's statement said the decision came after close consultation between

the two countries.

The ministry said however,... a decision regarding other annual joint military drills,... like

the Key Resolve and Foal Eagle exercises,... conducted in the spring every year,.. hasn't

been reached yet.

South Korea's defense ministry spokesperson Choi Hyun-soo told reporters, during Tuesday's

regular press briefing that South Korea and the U.S. are closely working together,...

to ensure the ironclad security of both countries.

"South Korea and the U.S. are fully prepared and our joint defense has complete readiness...

and will continue to do so."

The decision comes a matter of days after U.S. President Trump said he wanted to halt

what he called "war games" on the peninsula,... saying that they are expensive and provocative.

He first made those remarks during the press conference that followed last week's summit

with North Korean leader Kim Jong-un in Singapore.

But Trump also stressed, in a tweet sent out a day ago,... that the military exercises

can start immediately if the denuclearization talks with the North break down.

South Korea's defense ministry spokesperson Choi also clarified the meaning of "suspension"

in its statement.

"As we stress how the denuclearization talks with North Korea will roll out, the suspension

means that the decision by the South and the U.S. will be effective,... as long as the

denuclearization talks with Pyongyang are progressing."

The Ulchi Freedom Guardian is a large-scale joint military exercise,... conducted for

around two weeks in late August each year.

It has its origin in the Focus Lens exercise that was conducted annually by the U.S.-led

U.N. Command since 1954,... following the Korean War.

In 1976, South Korea's annual Ulchi exercises, and the Focus Lens were integrated,... to

create a joint military exercise called the Ulchi Focus Lens, the name of which was changed

in 2008 to Ulchi-Freedom Guardian.

Last year's Ulchi Freedom Guardian was held for about 11 days,... involving over 17-thousand

U.S. and 50-thousand South Korean troops.

South Korea's Blue House Spokesperson Kim Eui-kyeom, meanwhile, said the decision whether

to conduct South Korea's annual Ulchi military exercises this summer,... hasn't yet been

made, and is still being examined.

believed to be U.S. service members who died during the Korean War.

According to White House officials,... planning is underway to receive the remains from North

The Defense POW/MIA Accounting Agency estimates that more than seven-thousand Americans are

U.S., China sink into deepening trade conflict - Duration: 1:59.

Despite mounting criticisms surrounding its trade conflict with China... the U.S. is not

budging.

In fact, its top trade advisor insisted that Beijing has more to lose in a potential trade

war with Washington.

Kim Hyo-sun tells us more.

The United States and China are sinking into a deepening trade conflict as President Trump

threatened this week to impose an additional ten percent tariff on 200 billion U.S. dollars

of Chinese goods.

He called the move retaliation for Beijing's decision last weekend to raise tariffs on

50 billion dollars' worth of U.S. products.

China said it would impose such tariffs following Washington's 25 percent tariff on Chinese

goods worth 50 billion dollars.

China's foreign ministry also warned the U.S. was initiating a trade war.

"Again and again the U.S. has been provoking a trade war.

This method leads to the loss of people's trust and harms the interests of people and

enterprises from both China and the U.S. and harms the interests of the people of the entire

world."

President Trump's announcement to impose additional tariffs on China caused global markets to

tumble,... with the Dow currently on a six-day-long losing streak.

The announcement also drew heavy criticism from retailers, tech companies and manufacturers,...

yet Washington remains unmoved.

White House trade advisor Peter Navarro told reporters on Tuesday that it's China who has

more to lose in any trade war,... highlighting that China's exports to the U.S. exceeded

the amount of goods exported from the U.S. to China.

He also added the actions are (quote) "necessary to defend" the U.S.

Addressing concerns that such a conflict could lead to worsening bilateral ties between Washington

and Beijing,... Navarro explained it's just a trade conflict,... adding that President

Trump has a close personal relationship with his Chinese counterpart.

In the next few days, the Trump administration reportedly expects North Korea to start returning

the remains of up to 200 people believed to be U.S. service members who died during the

Korean War.

Reuters cites two White House officials who spoke on condition of anonymity as saying

planning is underway.

The exact date and location of the handover has not yet been confirmed, but the officials

said they would be given to United Nations Command in South Korea... and then taken to

a Defense Department lab at Hickam Air Force Base, Hawaii for identification.

The U.S. Department of Defense estimates that.... close to 7-thousand-7-hundred American service

members are still classified as missing in action from the Korean War.... of whom approximately

five-thousand-three-hundred are thought to be located in North Korea.

Suicide Is A Leading Cause Of Death In The United States; What's Causing People To Take Their....? - Duration: 7:00.

Hey it's Dr. Phil and I'm talking to you

from my conference room at Paramount Studios today,

and I am with Coach Mike here,

Mike Bayer, you were introduced to him

this season on the show because he's agreed

to help me with a lot of the folks

that we're working with this season

and he and I were having lunch

and we were talking about this

suicide pattern that we've been seeing

and we've got Kate Spade

has tragically taken her life,

Anthony Bourdain, Robin Williams,

we go back a little bit,

Chester Bennington from Linkin Park,

Chis Cornell from Soundgarden,

there's just been a lot of really

high profile suicides, right?

There's been a lot and I think

a lot of people are confused,

and looking for some answers.

You know, one of the things

that I get asked a lot is,

is this really happening more,

or is it just that because we've got the internet

and there's so much going on, coverage wise,

that we're just hearing about it more

or is it really happening more.

And so I really started doing

some research on this,

you and I have talked about this,

and the fact of the matter is sadly,

suicide rates are up, in fact there's

an increase in suicide rates 25%, since 1999.

And that's a lot in 18, 19 years.

That's a big jump don't you think?

It's really big considering

people can look at healthy options on the internet,

in who they pursue and what they follow,

and there's also the other route,

which is people getting into a really dark place.

Yeah, and so I dug a little deeper because,

I said okay so if there's been a substantial increase

in people that are taking their own lives,

who is it?

Who are the people who are taking their own lives.

One of the things that was really disturbing

to me is that the CDC reports that

54% have no history of mental illness.

And here's what that means,

that means they are untreated,

it doesn't mean they don't have mental illness,

it means because they have no history of mental illness,

that means they haven't been in treatment.

They've had mental illness, most likely,

but have not been treated for it,

because they have no history of mental illness

meaning they haven't engaged a treatment facility,

a treatment professional, so they'd either had

an untreated mental illness, or they have

encountered some kind of acute stress,

grief, abuse, some romantic breakdown,

some financial crisis.

So, 54% of these people had not engaged

any kind of mental health professional

or treatment facility before they took their life.

Which makes it really hard to know their diagnosis,

what the treatment plan would be,

how to actually help someone you know

a lot of people out there have friends

who they may be concerned about,

and they don't know how to talk to them.

Yeah but think about it, what you're saying

is so important because that means

they had not even been through

the first line of defense.

How many of those people,

even going to their first counselor,

that may be their counselor at their church,

their neighborhood therapist,

how many of those at even the first line

of intervention could have been saved

that never reached out.

Because CDC reports further that 90%

of the people that do take their life,

did have a mental illness at the time that they did it.

Yeah.

90% of them were not mentally healthy

when they did it, which means

it was an irrational decision.

They weren't thinking, mentally

and emotionally clearly, at the time

that they took their lives.

So, I think one of the things that

Mike and I are wanting to say is that

taking your own life is not something

that's done by rational people

it's something that's done by people

that are suffering from mental illness,

half of which never ask for help.

So that's very suggestive of an issue

of asking for help and we're gonna

talk about that in a little bit.

I'm curious you know one of the things

when we got together and I was asking

questions is, to understand

a little bit about the psychology

of someone who would take their own life.

You know there's so many different theories,

it's almost one of those taboo topics,

and I thought it would be really helpful

for you to explain what is the typical psychology

of someone who reaches that point.

Well, I will, and I'll tell you

the interesting thing is,

this is the tenth cause of death in America.

All the diseases, car wrecks, everything,

suicide is the tenth cause of people

losing their lives.

45,000 people a year take their own life

and the problem is this is not

a single factor phenomenon.

It is a complex, multi factor phenomenon

and what leads to suicide can be

a combination of a lot of things.

Often it involves problems with relationships,

it involves problems with drugs,

it involves problems with sickness

where someone is terminally ill

or they have a sickness that creates

a lot of pain and they lose hope,

it involves people that have career issues

problems with their job.

It involves people that have tremendous

financial burdens and they don't think

they can get out from under them.

Or they have big legal problems,

whether criminal or civil, but they just

feel that they're just completely overwhelmed,

and those are some of the complex

factors that lead to them,

that lead to the decision for suicide.

That's not so much about what they talk about

with themselves, and I'll tell you what

we've been on for awhile so I wanna do this

a couple of more times, what I wanna do next

the next time we sit down and talk,

I wanna talk about what are the warning signs

of somebody that is at risk for suicide,

whether it's you or somebody you love,

and then I also wanna talk about

what to do about it when you recognize it.

So what do you say we do that

the next couple of times we sit down?

Let's do it.
