LOS ANGELES -- California officials bucked a recent court ruling Friday and offered reassurance to concerned coffee drinkers that their fix won't give them cancer

The unprecedented action by the Office of Environmental Health Hazard Assessment to propose a regulation to essentially clear coffee of the stigma that it could pose a toxic risk followed a review of more than 1,000 studies published this week by the World Health Organization that found inadequate evidence that coffee causes cancer

The state agency implements a law passed by voters in 1986 that requires warnings of chemicals known to cause cancer and birth defects

One of those chemicals is acrylamide, which is found in many things and is a byproduct of coffee roasting and brewing present in every cup of joe

Coffee cancer warning: What science says about the actual risk If the regulation is adopted, it would be a huge win for the coffee industry which faces potentially massive civil penalties after recently losing an 8-year-old lawsuit in Los Angeles Superior Court that could require scary warnings on all coffee packaging sold in California

Judge Elihu Berle found that Starbucks and other coffee roasters and retailers had failed to show that benefits from drinking coffee outweighed any cancer risks

He had previously ruled the companies hadn't shown the threat from the chemical was insignificant

The state's action rejects that ruling. "The proposed regulation would state that drinking coffee does not pose a significant cancer risk, despite the presence of chemicals created during the roasting and brewing process that are listed under Proposition 65 as known carcinogens," the agency said in a statement

"The proposed regulation is based on extensive scientific evidence that drinking coffee has not been shown to increase the risk of cancer and may reduce the risk of some types of cancer

" Attorney Raphael Metzger, who won the court case on behalf of The Council for Education and Research on Toxics, said he was shocked the agency would move to nullify the court decision and undermine its own report more than a decade ago that drinking even small amounts of coffee resulted in a significant cancer risk

"The takeaway is that the state is proposing a rule contrary to its own scientific conclusion

That's unprecedented and bad," Metzger said. "The whole thing stinks to high hell

" The National Coffee Association had no comment on the proposed change

In the past, the organization has said coffee has health benefits and that the lawsuit made a mockery of the state law intended to protect people from toxics

Scientific evidence on coffee has gone back and forth many years, but concerns have eased recently about possible dangers, with some studies finding health benefits

Big Coffee didn't deny that acrylamide was found in the coffee, but they argued it was only found at low levels and was outweighed by other benefits such as antioxidants that reduce cancer risk

The state agency's action comes about a week after bipartisan bills were introduced in both houses of Congress to require science-based criteria for labels on food and other products

One of the sponsors, Rep. Kurt Schrader, D-Oregon, alluded to the California coffee lawsuit as an example of misleading warnings

"When we have mandatory cancer warnings on a cup of coffee, something has gone seriously wrong with the process," Schrader said in a news release

"We now have so many warnings unrelated to the actual health risk posed to consumers, that most people just ignore them

" The lawsuit against Starbucks and 90 companies was brought by the tiny nonprofit under a law that allows private citizens, advocacy groups and attorneys to sue on behalf of the state and collect a portion of civil penalties for failure to provide warnings

The Safe Drinking Water and Toxic Enforcement Act, better known as Proposition 65, requires warning labels for about 900 chemicals known to cause cancer or birth defects

The law has been credited with reducing cancer-causing chemicals, but it has been criticized for leading to quick settlement shakedowns and vague warnings that are often ignored

Student wears KKK hood to school for history project in California - Duration: 3:23.

A student wore a Ku Klux Klan uniform to his school in California as part of a history project for which he received a teacher's permission

Photos posted on social media showed the freshman student dressed head to toe in KKK regalia walking around Harbor Teacher Preparation Academy in Los Angeles on Friday

He was dressed as Hiram Wesley Evans, a dentist who became the Imperial Wizard of the national organization from 1922 to 1939, and who once oversaw a mob who branded 'KKK' onto a black man's forehead with acid

Although other students dressed as historical figures, many felt the decision to appear as a violent white supremacist was out of line

Court reinstates California law allowing terminally ill people to end their lives - Duration: 5:25.

LOS ANGELES -- A state appeals court has reinstated -- at least for now -- California's law allowing terminally ill people to end their lives

The Fourth District Court of Appeals in Riverside issued an immediate stay Friday putting the End of Life Option back into effect

The court also gave opponents of its decision until July 2 to file objections.  The law allows adults to obtain a prescription for life-ending drugs if a doctor has determined that they have six months or less to live

Riverside County Superior Court Judge Daniel Ottolia declared the law unconstitutional last month, stating that it had been adopted illegally because lawmakers passed it during a special Legislative session called to address other matters

Ottolia didn't address the issue of whether it's proper for people to end their lives

Right-to-die advocates hailed Friday's action.  "This stay is a huge win for many terminally ill Californians with six months or less to live because it could take years for the courts to resolve this case," Kevin Díaz, national director of legal advocacy for Compassion & Choices, said in a statement

"Thankfully, this ruling settles the issue for the time being, but we know we have a long fight ahead before we prevail

"  California Attorney General Xavier Becerra, who had asked the appeals court to stay Ottolia's ruling, also praised the decision

"This ruling provides some relief to California patients, their families, and doctors who have been living in uncertainty while facing difficult health decisions," Becerra said

"Today's court ruling is an important step to protect and defend the End of Life Option Act for our families across the state

"  Patients Rights Action Fund, which opposes laws allowing people to take their lives, did not respond to a message placed after business hours Friday

In previously discussing the law, the group's executive director, Matt Valliere, said, "The people of California, especially the vulnerable, deserve protection and support, not assisted suicide

"  The Life Legal Defense Foundation, American Academy of Medical Ethics and several physicians were among those who sued to have the law overturned

Their lawsuit, Ahn vs. Hestrin, claims the law violates the due process and equal protection guarantees of the U

S. and California constitutions because it fails "to make rational distinctions" between terminally ill adults "and the vast majority of Californians not covered by the act

"  The suit also claims the Legislature did not have authority to pass the law during a special session limited to other issues

Becerra argued that the law, which took effect in 2016, was legitimately passed during a special legislative session dedicated to health issues

California health officials reported that 111 terminally ill people took drugs to end their lives in the first six months after the law went into effect June 9, 2016, and made the option legal in the nation's most populous state

Oregon was the first to provide the option in 1997. It also is allowed in Washington, Vermont, Colorado, Hawaii and Washington D

California appeals court reinstates law allowing terminally ill patients to end their lives - Duration: 2:53.

A California appeals court on Friday reinstated a law allowing terminally ill patients to end their lives

The ruling by the 4th District Court of Appeal allows the controversial law known as the End of Life Option Act to remain in effect, giving patients who have less than six months to live access to lethal medications from their doctors

Advertisement  Opponents of the law have until July 2 to file a petition opposing the court's decision

Atty. Gen. Xavier Becerra fought to reinstate the law in recent weeks with a court appeal

He celebrated the court's most recent action Friday.  "This ruling provides some relief to California patients, their families and doctors who have been living in uncertainty while facing difficult health decisions," he said in a statement

"Today's court ruling is an important step to protect and defend the End of Life Option Act for our families across the state

"  Last month, Judge Daniel A Ottolia ruled the law's passage was unconstitutional because the Legislature approved the law during a special session dedicated to healthcare issues and this law wasn't a healthcare matter

Several attorneys and organizations such as the Life Legal Defense Foundation sued to have the law overturned

Supporters of the aid-in-dying law were pleased with the reinstatement.  "This stay is a huge win for many terminally ill Californians with six months or less to live because it could take years for the courts to resolve this case," said Kevin Díaz, national director of legal advocacy for Compassion & Choices, whose sister organization, Compassion & Choices Action Network, led the campaign to pass the End of Life Option Act

"Thankfully, this ruling settles the issue for the time being, but we know we have a long fight ahead before we prevail

"  California's law granting patients the right to assisted suicide took effect in 2016

It is a practice that has been allowed in Oregon for more than 20 years.  Now, nearly 1 in 5 Americans live in a state where physician-assisted suicide is legal, according to Compassion & Choices

In the first six months that California's law was in effect, more than 100 people used it to end their lives

State data show 59% of them had cancer.

✅ 3 hikers stranded overnight are rescued by helicopter from California beach cliff - Duration: 2:07.

PACIFICA, Calif. -- Three people were rescued Saturday after being stuck overnight on a San Francisco Bay area cliff for more than 12 hours

All three were rescued by a California Highway Patrol, or CHP, helicopter Saturday morning and no one was injured, fire officials said

The saga began around 9:30 p.m. Friday when a man and two teenagers got stuck about 800 feet down the side of a steep cliff in San Mateo County, according to the North County Fire Authority

Firefighters, rescue units and officers from the fire authority responded, CBS San Francisco reports. Because of the darkness and other adverse conditions, the firefighters couldn't rappel down the cliff to rescue the hikers, who weren't hurt, just trapped, fire officials said

Firefighters kept in contact with the hikers throughout the night and gave updates to the hikers and family, according to fire officials

In daylight and with the wind calming down, the CHP helicopter came to the rescue of the hikers. "We lowered a 'billy pugh,' a rescue basket," said CHP officer Shaun Bouyea

"You lower it to the person and they sit in it." One by one, the hikers were rescued. "From the time they started the rescue until all three people were off the cliff was 12 minutes," Bouyea said

"We work well with the North County Fire Authority. We do numerous rescues throughout the year." Firefighter/paramedics checked out the hikers, though fire officials said there were no injuries, and the uninjured hikers were united with family after their grueling 13-hour ordeal

California moves to declare coffee safe from cancer risk - Duration: 3:50.

California health officials proposed a regulation change Friday that would declare coffee doesn't present a significant cancer risk, countering a recent state court ruling that had shaken up some coffee drinkers

The Office of Environmental Health Hazard Assessment said its unprecedented move to declare the ubiquitous product safe followed a review of more than 1,000 studies published this week by the World Health Organization that found inadequate evidence that coffee causes cancer

The agency implements a law passed by voters in 1986 that requires warnings of chemicals known to cause cancer and birth defects

One of those chemicals is acrylamide, which is found in many things and, as a byproduct of coffee roasting and brewing, is present in every cup

If the regulation is adopted, it would be a huge win for the coffee industry which faces potentially massive civil penalties after losing an 8-year-old lawsuit in Los Angeles Superior Court over the issue and could have to post scary warnings on all coffee packaging sold in California

A nonprofit group successfully sued Starbucks and other roasters and retailers to require warnings on coffee because of the presence of the chemical

Judge Elihu Berle said the companies failed to show that benefits from drinking coffee outweighed any risks

He ruled in an earlier phase of trial that companies hadn't shown the threat from the chemical was insignificant

"  Attorney Raphael Metzger, who won the court case on behalf of The Council for Education and Research on Toxics, said the agency had essentially nullified the decision

"I'm shocked. I'm just shocked," he said. "The whole thing stinks to high hell

"

Correction: Conversion Therapy Ban-California story - Duration: 5:10.

SACRAMENTO, Calif. –  In a story June 12 about a bill to declare gay conversion therapy fraudulent, The Associated Press misspelled a speaker's last name

It is Jim Domen, not Doman.  A corrected version of the story is below:  Group fights bill to declare gay conversion therapy a fraud  An effort to call gay conversion therapy a fraudulent business practice gained ground in the California state Senate on Tuesday, despite opposition from hundreds who rallied to fight the proposal on religious grounds  By SOPHIA BOLLAG  Associated Press  SACRAMENTO, Calif

(AP) — An effort to call gay conversion therapy a fraudulent business practice gained ground in the California state Senate on Tuesday, despite opposition from hundreds who rallied to fight the proposal on religious grounds

The Judiciary Committee passed the proposal, which means it is a step closer to being considered by the entire state Senate

An earlier version of the legislation has already passed the state Assembly.  Sen

Bill Monning, a Democrat from Carmel, said he heard from some people who said they opposed the legislation because they believed it would restrict the reading of or sale of the Bible

He said he was confident amendments to the bill ensure it will not restrict use of the Bible and will not infringe on religious liberty

Republican Sen. Joel Anderson of Alpine said the legislation would limit people's choices in seeking therapy

More than 350 people rallied at the state Capitol to oppose the proposal.  "I did not want to be gay," Jim Domen, a pastor who said the therapy helped him to marry his wife and have children

"Please do not take away professional help programs that have helped people like me

"  The bill aims to ban selling or advertising sexual orientation change therapy

Supporters of the bill authored by Assemblyman Evan Low, a Democrat, say it's an ineffective and harmful practice

"Conversion therapy is psychological torture," said Sen. Scott Wiener, a San Francisco Democrat who is gay

"There are people who want to erase people like me. . . It is shocking in some ways that in 2018 this is still happening

"  Opponents gathered for a rally outside the Capitol ahead of the hearing. Several shared stories about how therapy helped them stop living as LGBT people

Low, who heads the Assembly's LGBT caucus, said the bill does not harm freedom of speech or religion because it applies only to commercial practices or financial transactions

He updated the bill's language since it passed the Assembly to more clearly state it applies to selling services rather than engaging in the practice
