Homelessness is out of control in the state of California.
You look across all of our major cities and you see people on the sides of freeways, under
bridges, on your sidewalks sleeping.
This is entirely wrong!
This is a complete failure in California.
In California homelessness went up by 13.7% last year, where nationwide it was flat, or
even declining.
In cities like Antonio Villaraigosa's Los Angeles, it's up over 23% last year, and there
are 58,000 Californians sleeping outside.
In Gavin Newsom's San Francisco there are over 22,000 intravenous drug users on the
streets.
It is so bad they are opening up heroin injection centers that are sanctioned by the city.
When you walk down the sidewalks there are maps of human waste so you know which streets to avoid.
And there's hypodermic needles on sidewalks where children are going to elementary school.
California citizens have a right to clean streets, to clean cities.
And the most destitute among us have a right for our help, they have a right to care.
We need to re-institute statewide institutions for the indigent.
If you're no longer able to provide a roof over your head, a roof will be provided for you.
You will be taken care of.
That means we will have mental health services for those that suffer from that.
We'll have substance abuse services for those who suffer from that.
For those that simply need a roof over their head and a hand-up to get that job, that will
be provided by the state.
This problem is bigger than any California community.
It is our responsibility as a state to take care of this problem.
It is our right, as California citizens, to have clean streets.
It is our right to take care of our population.
For those that are on the streets of California that are not from here, they will find a one-way
ticket out of our state and we will clean up our streets in California.
