North Korea's peace offering to US NOT THE END of World War 3 threat, strategist warns - DAILY NEWS - Duration: 3:18.

North Korea's peace offering to US NOT THE END of World War 3 threat, strategist warns

NORTH KOREA bowed to US pressure and announced it would halt nuclear tests ahead of a historical

meeting between Kim Jong-un and US President Donald Trump, but Nuclear policy expert Tong

Zhao warned the threat of World War 3 still looms.

North Korea announced it would suspend nuclear tests in a showcase of good faith ahead of

the meeting with Donald Trump.

The concession was made just days before crunch talks with South Korea and weeks before Kim

and the US President meet in a crucial summit.

But nuclear policy expert Tong Zhao warned Pyongyang had made "no commitment" to renounce

its nuclear arsenal forever.

He told CNBC: "We're seeing North Korea waiting to make some concessions such as freezing

its ICBM tests, stopping nuclear tests even dismantling the nuclear test sites.

"But there is no statement, no commitment, to rolling back existing nuclear capabilities."

The pledge to halt the nuclear weapons programme initiated by his grandfather, Kim Il-sung,

is a significant U-turn by the 34-year-old leader, who has made the security of North

Korea his main policy since acceding to power in 2011.

International sanctions are known to be biting, particularly since last year when they were

supported by his main ally, China, and are hampering Kim's aim of military and economic

development.

Prof Zhao added: "The goal now is to keep its existing nuclear capabilities and trying

to develop a normal and stable relationship with the rest of the international community."

But others like James Hoare, ex-British charge d'affaires in Pyongyang urged caution: "What

Kim has actually done is to confirm he has developed his nuclear forces sufficiently

and can afford to freeze the programme now."

"I doubt that will be enough for the US who, like Japan, will want guarantees of total

denuclearization.

"We've been here before and it didn't take North Korea long to get back on the nuclear

track after it abandoned the agreed framework in 2002."

President Trump however welcomed the announcement, writing on Twitter: "North Korea has agreed

to suspend all Nuclear Tests and close up a major test site.

This is very good news for North Korea and the World - big progress!

Look forward to our Summit.

A message from Kim Jong Un: "North Korea will stop nuclear tests and launches of intercontinental

ballistic missiles."

Also will "Shut down a nuclear test site in the country's Northern Side to prove

the vow to suspend nuclear tests."

Progress being made for all!"

S. Korea holds high-level meetings with U.S., Japan to prepare for summits - Duration: 2:27.

South Korea's diplomats met with senior officials from the U.S. and Japan.

Part of all-out efforts to best prepared for the historic events to come.

Lee Ji-won shares with us what was discussed.

The acting U.S. Assistant Secretary of State for East Asian and Pacific Affairs, Susan

Thornton, met on Monday with Seoul's Foreign Affairs Minister Kang Kyung-wha, and Deputy

Minister for Political Affairs, Yoon Soon-gu.

After a quick greeting from Minister Kang,... Thornton had a long chat with Yoon about preparations

for the inter-Korean summit.

"I thought it was very important and good timing for me to come and show our close coordination

on all of the South-North preparations.

We're looking forward to seeing how things go this week and to learning from what happens

in your meeting and to hearing how it goes and to following that up on our own meeting."

Thornton and Yoon discussed how their countries can work together... to make the upcoming

summits a success,... to denuclearize North Korea... and to stabilize the Korean Peninsula.

Cooperation between the allies, they said, is vital.

The diplomats also recognized the significant roles that China and Japan play in the latest

developments on the Peninsula and agreed that, as such, close cooperation with the international

community is also needed.

On top of the North Korea question, pending issues related to the South Korea-U.S. alliance,

including defense cost sharing, were also on the table.

Thornton is slated to meet Seoul's top nuclear envoy, Lee Do-hoon, on Tuesday.

Lee, meanwhile, as South Korea's representative to the Six-Party Talks, met Monday with his

Japanese counterpart Kenji Kanasugi.

They shared the latest developments related to North Korea's denuclearization -- Kanasugi

discussing the U.S.-Japan summit last week, and Lee... the preparations for the inter-Korean

summit.

This comes as the foreign ministers of both sides had promised earlier this month to actively

communicate and share related information.

With the rapid developments on the Korean Peninsula and big decisions coming out of

the North, the three countries are expected to continue their close cooperation to keep

up the momentum for peace.

JOE BIDEN SAYS MICHELLE OBAMA IS THE FINEST FIRST LADY IN U S HISTORY - Duration: 16:20.

JOE BIDEN SAYS :MICHELLE OBAMA IS THE FINEST FIRST LADY IN U.S HISTORY

TORONTO — Two prominent figures in U.S. politics are north of the border for separate

speaking engagements in Toronto Tuesday.

Former first lady Michelle Obama will be speaking about education and equality for girls and

women around the world at an event hosted by the Economic Club of Canada and Plan International

Canada.

Later in the day, former vice-president Joe Biden will be the headline speaker for a conference

called The Art of Leadership.

Dozens of ticket holders — most of them young women — filled the atrium of Ryerson

University's Mattamy Athletic Centre in anticipation of Obama's appearance Tuesday

morning.

"I'm excited to hear her talk about education and women's equality, (topics) I'm really

interested in learning more about," said Karen Zhuang, a high school student from Toronto.

"She's always been a role model for me."

Kanwarpreet Karwal, a Plan Canada youth ambassador nd fourth-year life sciences student at McMaster

University said it was inspiring to see so many young people turn up, hoping to create

change.

"I'm just excited to learn whatever I (can) take away and implement in my life so

that I can make a positive contribution in this world," Karwal said.

The Economic Club of Canada has said the former first lady will be participating in a "fireside

chat-style" conversation at the event that is closed to the media.

The organization's president and CEO have said a number of tickets purchased for the

event were to be donated to a young person between the ages of 14 and 24, with young

people across the country able to apply to attend through a site set up by Plan International

Canada.

Rebecca Frost, a second-year student from Queen's University, was one of those who

had applied for a ticket and said she looked forward to Obama's take on the economics

of gender equality."She's an inspiring woman," Frost said of the former first lady.

"She just has a lot of wisdom to share."

The Obama-Biden visits are the latest in a string of trips north by well-known American

politicians.

Former Democratic presidential nominee and former secretary of state Hillary Clinton

were in Montreal last month to promote her new book.

She also spoke in Toronto in September and is scheduled to speak in Vancouver on Dec.

13.

Her husband, former president Bill Clinton, also visited Montreal last month to discuss

the Canada-U.S. relationship with former prime minister Jean Chretien, and U.S Senator Bernie

Sanders was at the University of Toronto last month to heap praise on Canada's health

care system.

After Uncovering Another BOMBSHELL, Nunes Slaps State Dept With A New Investigation

Intelligence Committee Chairman Devin Nunes interviewed with Maria Bartiromo, the host

of "Sunday Morning Futures" on Fox News, Sunday morning.

Nunes is an absolute American hero who is fighting for the truth and exposing it piece

by piece.

During his interview, Nunes provided an update on the panel's investigation into what he

says are "major irregularities" at the State Department regarding its handling of

information about President Donald Trump's campaign.

He said he is looking into the State Department's handling of information about George Papadopoulos,

the Trump campaign adviser whose discussions about Hillary Clinton emails are what led

the FBI to open its counterintelligence investigation in July 2016.

"We are investigating the State Department.

We think there are some major irregularities at the State Department, and we're trying

to figure out how it is that this information about Mr. Papadopoulos of all people, who

was supposedly meeting with some folks in London, how that made it over across into

the FBI's hands."The Daily Caller Reports:

The Intelligence Committee is investigating the State Department's involvement in handling

the infamous Steele dossier, Nunes has said in the past.

But there had been no indication the State Department might be involved in anything related

to Papadopoulos, an energy consultant who pleaded guilty in October 2017 to lying to

the FBI about contacts he had with a mysterious Maltese professor, Joseph Mifsud.

The FBI opened its counterintelligence investigation on July 31, 2016, after receiving information

from the Australian government.

Two months earlier, Papadopoulos met in London with Alexander Downer, the top Australian

diplomat to the United Kingdom.

Papadopoulos told Downer about a Russian plan to disseminate stolen Clinton emails, the

Australian diplomat reportedly claims.Papadopoulos has acknowledged he was told about stolen

Clinton emails during an April 26, 2016, meeting in London with Mifsud, who then worked as

a professor.

It remains unclear whether Papadopoulos told anyone on the Trump campaign about Mifsud's

claims about emails.

The 30-year-old energy consultant is cooperating with the special counsel's office as part

of his plea deal.

The Intelligence Committee was looking into the State Department's handling of the Steele

dossier, the salacious and unverified document former British spy Christopher Steele authored,

Nunes announced in January.

"We do know that longtime associates of Hillary Clinton, including Sidney Blumenthal

and another person named, I think, Cody Shearer, were actively giving information to the State

Department that was somehow making its way to the FBI," Nunes said.

(Video Below)

It recently emerged that former State Department official Jonathan Winer met with Steele during

the 2016 campaign to discuss the ex-spy's investigation of Trump's alleged ties to

Russia.

Winer, who served as special envoy to Libya at the time, wrote up a two-page summary of

Steele's allegations and shared them with other State Department officials, including

then-Sec. of State John Kerry.

Winer also handled information from Blumenthal, a notorious Clinton-world fixer who the Obama

White House blocked from joining the Clinton State Department.

Blumenthal gave Winer two memos compiled by Cody Shearer, another Clinton acolyte.

Shearer's reports contained similar allegations to those found in Steele's reports, including

the claim Russia's government had blackmail material on Trump.

Winer shared the unverified document with Steele, who in turn gave it to the FBI.

Obama Used State Dept Cash To Fund Massive Illegal Enterprise Nobody Knew About Until Now! - Duration: 17:30.

Obama Used State Dept Cash To Fund Massive Illegal Enterprise Nobody Knew About Until

Now!

The more we learn about what was supposed to the most transparent and scandal-free presidential

administration in history, the more we learn it was all just a farce narrated by the mainstream

media who was intent on protecting a potentially rogue president.

According to financial records, the watchdog group Judicial Watch just obtained the Obama

State Department used over $9 million of U.S. taxpayer dollars to help the globalist billionaire

George Soros support the socialist government in Albania back in 2016.

One America News Network reports: "The money was allegedly used to advance his globalist-left

agenda in Albania.

"The governments there, who are in the middle of these massive refugee flows from the Middle

East, they hate the fact those governments — in Macedonia, Albania, Hungary — object

to these flows and have taken steps to police their borders, and that's one of the key

complaints the Soros groups have," said Judicial Watch President Tom Fitton.

"And it's being done with your taxpayer dollars, and with the help of your government

officials."

Judicial Watch is also probing possible U.S. involvement in Soros activities in Macedonia

and Romania."

Trending: JUSTICE SERVED To Hateful Professor On Day Of Barbara's FUNERAL – She's

NOT Going Down Alone!

Judicial Watch Tom Fitton, in a statement, said the prior presidential administration

quietly spent at least $9 million in U.S. Taxpayer dollars when he colluded with left-wing

billionaire George Soros in an effort to support the government of Albania.

Fitton also added that Sorors is a billionaire that there is no reason whatsoever that he

should be receiving money from the already overburdened American Taxpayer in order to

advance his radical-left agenda in order to undermine the will of free people here, or

abroad.

Judicial Watch obtained these records through FOIA (Freedom of Information Act) requests,

which confirmed that the $9 million was used specifically to give the socialist Albanian

government greater control of the country's judiciary system, not unlike what Barack Obama

did to the U.S. judicial system here in the U.S.

More on this via Fox News: "But Judicial Watch said the records revealed that the State

Department gave Soros' Open Society Foundation "direct input" for its own program funding

reviews in Albania.

One report, from Feb. 10, 2017 on "Engagement with the Open Society Foundation for Albania"

stated that "as one of the major assistance providers in Albania, representatives for

the Open Society Foundation are frequently asked to participate in technical reviews

of applications that we receive for funding."

That report noted that the Embassy's public affairs section "has not received any funds

from the Open Society Foundation to support any projects or activities," and that the

public affairs section "has not provided any funds to the Open Society Foundation to

support their projects or activities."

"For decades, there has been broad bipartisan agreement in Washington, DC on the need to

promote democracy and human rights abroad.

Of late there has been an unfortunate and misguided effort to politicize this process,"

a spokesperson for the Open Society Foundation said in a statement to Fox News.

"The Open Society Foundations and the U.S.

Government shared an interest in helping Albania and other similarly situated countries transition

from communism and democracy, and in promoting an independent judiciary."

The spokesperson added: "As the State Department stated in the documents Judicial Watch cited,

the US embassy in Tirana 'has not received any funds from the Open Society Foundation

to support any projects or activities,' nor has it 'provided any funds to the Open

Society Foundation to support their projects or activities."

But another memo obtained by Judicial Watch from April 2016 shows that the U.S. Embassy

in Tirana "sponsored" a survey along with Soros's Open Society Foundation to measure

Albanian citizens' "knowledge, support, and expectations on justice reform."

The poll, according to Judicial Watch, did not specify the type of reform the Soros group

was seeking, but the survey reported that 91 percent of respondents either "fully

support" or "somewhat support" the need for judicial reform in Albania.

Records dated February 2017 show that the State Department used taxpayer funds to co-sponsor

a second poll with the Open Society Foundation.

"The Public Affairs Section and the Open Society Foundation Survey each provided funding

to a local organization to conduct a public opinion poll on attitudes toward the Judicial

Reform effort," the February report, reviewed by Fox News, read."

Although the United States gives billions in foreign aid to help poor countries establish

democracies and judicial systems what Soros; open society did in Albania was funnel U.S.

Taxpayer dollars to promote socialism and communism in Albania.

This undermines longstanding U.S. Foreign policy.

But what is perhaps the worst part is that Obama just handed over the money to Soros

so he could distribute it as he saw fit, and since we all know very well who this former

Nazi Youth member is, we know the money didn't go towards anything that would benefit the

U.S.

in the long run.

THE MAYORS OF THESE CITIES HAD TWO VERY DIFFERENT RESPONSES TO

THE ISSUE.

>> STILL RULES AND LAWS AND REGULATIONS THAT ARE BROKEN, AND

I JUST GO BACK TO LEGAL IMMIGRATION.

>> MEANWHILE, NORTHAMPTON MAYOR DAVID NARKEWICZ SAID HE

SUPPORTED THE MOVE AND WOULD NOT INTERFERE.

BOTH WOMEN, ONE FROM PERU THE OTHER FROM RUSSIA, ARE MARRIED

TO AMERICANS AND HAVE U.S. BORN CHILDREN.

AND THAT'S HAD PEOPLE REACHING OUT TO US WITH QUESTIONS ABOUT

WHY THEY COULD BE DEPORTED AT ALL.

I SAT DOWN WITH ATTORNEY MEGAN KLUDT TO TAKE THE POLITICS OUT

OF THIS ISSUE AND LEARN SOME OF THE INS AND OUTS OF IMMIGRATION

LAW.

>> TO BECOME A FULL-FLEDGED CITIZEN THE PRERECOGNIZE WHICH

IS IT IS TO GET LAWFUL PERMANENT RESIDENCE STATUS, SO I THINK

THERE'S CONFUSION AROUND.

THAT ONCE YOU HAVE LAWFUL

PERMANENT -- THAT'S A GREEN CARD.

THAT GETTINGS YOU MOST OF THE RIGHTS THAT CITIZENS HAVE.

YOU CAN'T LEAVE THE COUNTRY FOR TOO LONG OR THEY'LL TAKE IT A

WAY, SO YOU'VE ABANDONED IT.

CERTAIN CRIMES WILL STILL GET YOU DEPORTED.

YOU CAN'T VOTE, OBVIOUSLY.

BUT IT'S AN IMPORTANT STEP AND SOME PEOPLE KEEP THEY'LL WAY

FOREVER.

YOU DON'T HAVE TO BECOME A CITIZEN.

YOU HAVE A GREEN CARD FOR FIVE YEARS, THEN YOU CAN BECOME A

CITIZEN IF YOU MEET CERTAIN CRY TIER YEAH, HAVE GOOD MORAL

CHARACTER, THINGS LIKE THAT.

SOME PEOPLE VONL TO WAIT THREE YEARS IF YOU'RE MARRIED TO A

U.S. CITIZEN.

I'M MEETING, ESPECIALLY AFTER LAST YEAR, A LOT OF PEOPLE ARE

COMING TO ME WANTING TO GET CITIZENSHIP AFTER 20 OR 30

YEARS.

>> ANY REASON THEY'RE TAKING THAT STEP?

>> ONE IS THEY WANT TO VOTE, AND ANOTHER REASON IS THEY'RE

AFRAID.

SO THEY'VE HAD GREEN CARDS, THEY'VE BEEN ABLE TO

WORK, THEY'VE HAD NO RESTRICTIONS ON TRAVEL OR WORK,

BUT NOW THEY'RE AFRAID THAT HAVING A GROWN CARD IS NOT

ENOUGH AND THEY WANT TO TAKE THE NEXT STEP TO CITIZENSHIP.

>> IN THE PAST FEW WEEKS WHEN WE'VE SEEN TWO WOMEN GO INTO

SANCTUARY CHURCHES IN THIS AREA, THERE HAVE BEEN A LOT QUESTIONS,

BECAUSE EACH OF THESE WOMEN IS MARRIED TO A UNITED STATES

CITIZEN.

AND I'VE HAD PEOPLE CALL ME AND SAY, WELL, DOESN'T THAT

AUTOMATICALLY MAKE THEM A CITIZEN OF THIS COUNTRY?

BUT IT DOESN'T, RIGHT?

>> IT ABSOLUTELY DOES NOT.

JUST LIKE ANYONE ELSE, THEY FIRST HAVE TO APPLY FOR A GREEN

CARD, THEY HAVE TO APPLY FOR LAWFUL PERMANENT RESIDENCE.

NOT EVERYONE IS ELIGIBLE TO DO THAT.

IF THEY'RE IN A LAWFUL STATUS FIRST, YES, THEY CAN MARRY A

U.S. CITIZEN AND GO THROUGH THAT PETITION PROCESS, IT TAKES SIX

MONTHS TO A YEAR, THERE'S AN INTERVIEW WITH OFFICERS.

BUT IF THEY ARE NOT IN LAWFUL STATUS, OKAY IF THEY CAME IN

LEGAL BY BUT NAY OVERSTAYED THEIR VISA, THEY CAN STILL DO IT

IF IT'S MARRIAGE TO A U.S. CITIZEN.

NOT OTHER FAMILY CATEGORIES, BUT MARRIAGE TO A U.S. CITIZEN.

HOWEVER, IF SOMEONE CAME IN WITH NO PAPERS, THEY ARE ACTUALLY NOT

ELIGIBLE TO ADJUST THEIR STATUS TO A GREEN CARD HOLDER THROUGH

MARRIAGE TO A U.S. CITIZEN.

>> SO WOULD THEY THEN NEED TO LEAVE THE COUNTRY AND START THE

PROCESS OVER?

>> THAT'S A GOOD QUESTION.

YES, THEY WOULD HAVE TO LEAVE THE COUNTRY AND START OVER,

HOWEVER THERE'S A PROBLEM THERE BECAUSE AS SOON AS THEY LEAVE

THE COUNTRY, IF THEY'VE BEEN UNLAWFULLY PRESENT FOR MORE THAN

A YEAR THEY HAVE A 10-YEAR BAR ONCOMING BACK AGAIN.

>> SO THAT BECOMES REALLY PROBLEMATIC.

YOU'VE BEEN LIVING HERE, HAVE A LIFE WITH KIDS.

>> ABSOLUTELY.

THAT LAW WAS ENACTED IN 1997, WENT INTO EFFECT IN '97, SO IT

CREATED A REAL BOTTLE NECK BECAUSE A LOT OF FOREIGN

NATIONALS WHO HAD NO PAPERS WERE MARRIED TO U.S. CITIZENS, BUT AS

SOON AS THEY TALKED TO AN IMMIGRATION LAWYER THEY REALIZE

THEY HAD NO CHOICE, THEY'RE STUCK.

IF THEY GO BACK THEY RISK BEING STUCK FOR 10 YEARS.

IS THERE A WAIVE PROCEDURE SAYS BUT YOU HAVE TO SHOW EXTREME

HARDSHIP ON THE U.S. CITIZEN.

PRESIDENT OBAMA MADE THIS A LITTLE EASIER, BECAUSE HE

EXPANDED THE PROCESS.

SO YOU CAN APPLY FOR A WAIVER BEFORE YOU GO HOME TO START THAT

PROCESS.

SO IF YOU'RE MARRIED TO A U.S. CITIZEN, YOU CAN ASK

THE GOVERNMENT FOR A SPECIAL PASS FROM THAT 10-YEAR BAR AND

THEY'LL TELL YOU BEFORE YOU LEAVE IF YOU'RE GOING TO GET IT.

BUT ANOTHER COMMON MISCONCEPTION I SEE A LOT IS THE U.S. CITIZEN

CHILD.

HAVING A U.S. CITIZEN CHILD DOES NOT PROTECT YOU NECESSARILY.

YOU CAN BE DEPORTED WITH U.S. CITIZEN CHILDREN, I'VE SEEN MANY

PEOPLE DEPORTED IN THE PAST YEAR WITH FIVE U.S. CITIZEN CHILDREN.

I. DOESN'T GET YOU ANY IMMEDIATE BENEFITS IN MOST CASES.

IF YOU CAN HANG OUT UNTIL THAT U.S. CITIZEN IS 21 YEARS OLD,

THEY MIGHT BE ABLE TO PETITION FOR YOU AS AN ADULT, MAYBE.

BUT AGAIN YOU'D HAVE TO HAVE THAT LAWFUL ENTRY AT SOME POINT.

>> LET'S LOOK A LITTLE MORE AT PROCESS.

IN TERMS OF ACTUALLY WANTING TO FILE FOR CITIZENSHIP, AS I

UNDERSTAND IT, IT'S A FORM, AND ARE THERE 76 BOXES THAT YOU NEED

TO BE ABLE TO CHECK?

AND CONFIRM?

>> IT'S ALL SECURITY QUESTIONS.

GREEN CARD APPLICATION FORM HAS THIS, TOO, LOTS OF PEOPLE WERE

NAZIS IN GERMANY IN WORLD WAR II, WE ASK PEOPLE ABOUT

TERRORIST ACTIVITIES, ABOUT ANY KIND OF CRIMINAL ACTIVITY.

A LOT OF QUESTIONS ABOUT PRIOR IMMIGRATION APPLICATIONS.

THEY'RE LOOKING FOR A HISTORY OF FRAUD, HISTORY OF CRIME.

THEY ARE REALLY VETTING YOU, IT'S THEIR LAST CHANCE TO CATCH

YOU AT THE CITIZENSHIP STAGE.

>> I KNOW YOU WORK A LOT WITH THIS ISSUE WITH PEOPLE WHO ARE

INTERESTED IN EITHER GETTING GREEN CARD OR TAKING A PATH TO

CITIZENSHIP.

WHAT'S THE MOST COMMON REASON THAT YOU FIND PEOPLE ARE DENIED?

>> WHAT WE'RE SEEING WITH A LOT OF PEOPLE NOW IS THEY ACTUALLY

ALREADY HAVE DEPORTATION ORDERS FROM AN IMMIGRATION JUDGE.

SO IF YOU COME HERE, YOU ARE UNLAWFULLY PRESENT, I.C.E.

FINDS YOU, THAT'S THE IMMIGRATION

POLICE, THEY FIND YOU AND SAY YOU'RE NOT HERE LEGALLY.

SO IF I'M A FOREIGN NATIONAL, VERY NO

STATUS, I'M HERE FOR 10 YEARS WITHOUT STATUS, I.C.E.

CATCHES ME.

I'M NOT GOING TO GET DEPORTED, I'M GOING TO BE GIVEN A DATE TO

APPEAR IN A COURT IN BOSTON IF WE'RE IN MASSACHUSETTS.

AND THEN AN IMMIGRATION JUDGE WILL HEAR THE CASE AND IT MAY

TAKE THREE OR FOUR YEARS TO GET A FINAL HEARING BEFORE THAT

JUDGE.

BUT ONCE YOU GET THROUGH THE (IF THE JUDGE ORDERED YOU DEPORTED,

YOU CAN APPEAL IT ONCE, BUT AFTER THAT IF YOU HAVE A

DEPORTATION ORDER IS VERY HARD TO DO ANYTHING ELSE AFTER THAT.

BECAUSE YOU HAVE A DEPORTATION ORDER, LIKE I HAVE CLIENTS THAT

HAD THEIR DAUGHTER IS A U.S. CITIZEN, SHE'S 21, BUT THEY HAVE

DEPORTATION ORDERS FROM 10 YEARS AGO.

SO EVEN THOUGH SHE'S A THEY ABSOLUTELY CANNOT DO IT,

UNLESS WE CAN CONVINCE A JUDGE TO REOPEN THEIR CASE AND GIVE

THEM A SECOND CHANCE IN THE COURT.

>> I WANT TO ASK YOU ABOUT THIS CONCEPT OF GOOD MORAL STANDING.

I NOTICE ON THE HOMELAND SECURITY WEBSITE, IT SAYS BE A

PERSON OF GOOD MORAL CHARACTER ATTACHED TO THE PRINCIPLES OF

THE CONSTITUTION OF THE UNITED STATES AND WELL DISPOSED TO GOOD

ORDER AND HAVENNESS OF THE UNITED STATES DURING ALL

RELEVANT PERIODS UNDER LAW.

HOW IS THAT EVEN DETERMINED?

>> MOST IMPORTANT FACTOR IS THEIR CRIMINAL RECORD.

THEY WANT TO SEE THAT -- IT DOESN'T TAKE MUCH OF A CRIME

FOR THEM TO DECIDE THAT YOU DO NOT HAVE GOOD MORAL CHARACTER

DURING THE PERIOD.

SO A LOT OF PEOPLE COME TO US, SAY CAN I APPLY FOR CITIZENSHIP?

I SAY WHY DON'T YOU BE ON GOOD BEHAVIOR FOR THREE YEARS, THEN

WE'LL TRY AGAIN.

OTHER THAN THAT, THEY DO WANT TO SEE YOU PAYING YOUR TAXES, THAT

CAN BE AN ISSUE IF YOU OWE TAXES, IF YOU OWE CHILD SUPPORT,

THEY CARE ABOUT THAT A LOT.

BUT FOR THE MOST PART, IF THERE'S NO BLACK MARK, THEN THE

DEFAULT ASSUMPTION IS THAT YOU ARE A PERSON OF GOOD MORAL

CHARACTER, YOU DON'T HAVE TO BRING LETTER OTHERS WORK WITH

COMMUNITY SERVICE OR ANYTHING LIKE THAT.

BUT IF YOU DO HAVE A CRIME, THOSE THINGS MIGHT HELP BALANCE

IT OUT.

>> IT'S A COMPLEX ISSUE, I APPRECIATE YOU TAKING SOME TIME

TO HELP US UNDERSTAND IT.

>> THANK YOU FOR HAVING ME.

Upon landing on Sunday,... Susan Thornton, acting U.S. Assistant Secretary of State for

East Asian and Pacific Affairs, said North Korea's recent announcement that it would

stop its nuclear and missiles test was "very positive."

She also emphasized the need for close coordination with U.S. allies in the run-up to the historic

summits planned with the North.

During her three-day stay, Thornton is to meet with senior officials in Seoul, including
