Homan straight up said that California "better hold on tight" the moment Brown allowed

The point was made that the sanctuary city status might protect the criminals as they

illegally creep around our beloved American cities looking for another victim, but ICE

has plans to snatch them from their hideaways and send them packing.

It's time for the law to be followed, not turned into a joke, and Americans deserve

Director Thomas Homan said California "better hold on tight" after its liberal Democratic

quietly in the shadows of society from law enforcement intent on "yanking them out

of there."

"I think it's terrible," Homan said, adding that Brown's action put politics

substance illegal is only going to create opportunities for nefarious folk to create

a black market.We now see the same thing with marijuana today that we saw with alcohol back

to come around to the idea of legalization, transforming the black market into a legitimate

one that's regulated.

Unfortunately for Cali, it seems things are getting off to a bit of a rocky start due

to issues with the computerized system that's supposed to be used to track marijuana plants

from seeds to storefronts in order to make sure the supply doesn't slip through the

cracks into the black market.Fox News has the details:

But recreational cannabis sales began this week without the computer system in use for

pot businesses.

Instead, they are being asked to document sales and transfers of pot manually, using

paper invoices or shipping manifests.

That raises the potential that an unknown amount of weed will continue slipping into

the illicit market, as it has for years.For the moment, "you are looking at pieces of

paper and self-reporting.

A lot of these regulations are not being enforced right now," said Jerred Kiloh, a Los Angeles

dispensary owner who heads the United Cannabis Business Association, an industry group.

The state Department of Food and Agriculture, which is overseeing the tracking system, said

in a statement it was "implemented" Tuesday.

However, it conceded that growers and sellers are not required to use it yet and training

on how to input data will be necessary before it becomes mandatory, apparently later in

the year.

The slow rollout of the tracking system is just one sign of the daunting task facing

the nation's most populous state as it attempts to transform its long-standing medicinal and

illegal marijuana markets into a multibillion-dollar regulated system.

Not since the end of Prohibition in 1933 has such an expansive illegal economy been reshaped

into a legal one.

Some other issues are arising for the transition of marijuana sales into legitimate territory.

One such problem is that the licenses needed for growers, distributors, and sellers are

only temporary and there's a scarcity of licenses available because many local communities

have decided to ban commercial weed sales.

As with anything the government gets involved in, taxation is also proving to be problematic.

The hefty price taxes are adding to the sale price of marijuana products and thus might

drive folks right back to the black market.

Some fear that the new distribution system will inevitably lead to a supply shortage

once the stockpiles currently on shelves run out, which could happen in a matter of weeks.

While there are definitely issues popping up for California, the less government intrusion

into people's private lives, the better, and legalizing marijuana is a step in that

direction.

Nestl� Corp, that big, diverse, multinational company, has been taking more than 60 million

gallons of water per year from the San Bernardino National Forest, according to California regulators.

The 60 million gallons amounts to billions of gallons of water stolen over the past 68

years � without any valid basis of right to the water.

A two-year investigation by the California State Water Resources Control Board revealed

that Nestl�, which sells water under the Arrowhead brand, lacked the proper permits

for the vast majority of the water taken.

The State Water Resources Control Board notified Nestl� last week that the investigation

had concluded, and that the company doesn�t have proper rights to roughly three-quarters

of the water it withdraws for bottling.

�Nestl� appears to be taking more water than they likely have the right to take,�

David Rose, an attorney for the water board�s enforcement section, told KPCC, a member-supported

news organization in Southern California.

The investigation showed that Nestl� extracted roughly 62.6 million gallons of water from

the San Bernardino spring each year on average from 1947 to 2015, but that the company only

had the right to siphon some 8.5 million gallons yearly.

Essentially, Nestl� has been stealing nearly 55 million gallons of water each year from

California for nearly 70 years.

Of course when a corporation does something illicit, like stealing billions of gallons

of water over the course of 68 years in an extremely drought-stricken state, no one is

held responsible � no one is arrested � and regulators simply recommend that they apply

for a new permit. They were simply told that they must conform to California water diversion

regulations while providing a timetable for the company to implement required actions.

Conversely, if an individual, without the cover of being a corporate entity, would engage

in similar actions, they would be prosecuted to the fullest extent of the law � and would

almost certainly be sentenced to jail or prison time.

According to a report from National Public Radio (NPR):

�Water from the headwaters of Strawberry Creek in the San Bernardino National Forest

has been bottled since the late 1800s � and Nestle had told California regulators that

the claim to the water by the original owner of the Arrowhead Springs Hotel had extended

through the years to the Swiss multinational.

Water Board officials did not agree, saying that while the hotel�s use was riparian

� taking place at the water�s origin � Nestle couldn�t convert that to an �appropriative

use.�

California�s State Water Board recently sent Nestle a letter summarizing its report.

As for what the company must do now, the board issued a string of recommendations, giving

Nestle 60 days to submit a compliance plan and 90 days to submit an investigation and

monitoring plan.�

The investigation into Nestl�s water use practices in the San Bernardino Nation Forest

began with a 2015 report in the Desert Sun newspaper.

The stunning report noted that the international mega-company lacked the requisite water rights

to the water it was collecting and selling, and also called into question the environmental

impact of such large-scale water diversion.

�They�re taking way too much water. That water�s hugely important,� said Steve

Loe, a biologist who retired from the Forest Service in 2007, told the Desert Sun. �Without

water, you don�t have wildlife, you don�t have vegetation.�

�When you take water from the springs that are the source of those waters, you dry up

these canyons,� Loe said. �And they�re the most important habitats that we have.�

Nestl� claims to monitor the spring sites to ensure they don�t have a detrimental

environmental impact on the surrounding habitat, and the Water Board�s report was not conclusive

as to those points.

However, Nestl� was not able to satisfactorily clarify for State Water Board investigators

a valid basis of right for the massive water diversion seen in the San Bernardino National

Forest. �While Nestl� may be able to claim a valid basis of right to some water in Strawberry

Canyon,� the Water Board noted in the report, �a significant portion of the water currently

diverted by Nestl� appears to be diverted without a valid basis of right.�

In a letter to the company, the water board told Nestl� to cut back on its water withdrawals

unless it can prove it actually does have the right to use that water, or to additional

groundwater.

person is held accountable?

Meanwhile, The San Bernardino area is not the only place where citizens are questioning
