Brutal dictator Kim has sought to smooth over tensions with South Korea over fears conflict with the US could have "devastating consequences", according to international relations expert Dr John Nilsson-Wright.
Diplomats from North and South Korea met for the first time in two years on Monday for talks about easing military hysteria between the nations.
Dr Nilsson-Wright, a senior research fellow at think tank Chatham House, has claimed Trump could be responsible for bringing both parties to the table. "North Korea may be taking his inflammatory statements very seriously," he said.
"There is anxiety in US capitals about the risk of attack from North Korea and Americans are getting more serious about a military response, he added. "Military action would have devastating consequences because it would involve major powers.
"Kim is aware that it could be catastrophic for all those involved." Throughout 2017, Trump, 71, issued a series of aggressive verbal volleys aimed at intimidating North Korean leader Kim into submission.
His most extraordinary remarks came at the United Nations, when he threatened North Korea with "fire and fury" in his debut speech.
In a bombshell tweet last week, Trump boasted about the size of his nuclear button, declaring it "much bigger and more powerful" than Kim's.
But in a sign tensions are de-escalating, North and South Korea held landmark talks at the Demilitarised Zone (DMZ) this week.
In the meeting, South Korea agreed to allow North Korea to send a team of athletes and supporters to the Winter Olympics on February 9 in PyeongChang.
On Twitter, Trump suggested his no nonsense approach to diplomacy paved the way for talks between North and South Korea.
He posted: "With all of the failed 'experts' weighing in, does anybody really believe that talks and dialogue would be going on between North and South Korea right now if I wasn't firm, strong and willing to commit our total 'might' against the North.
"Fools, but talks are a good thing," he added.
Dr Nilsson-Wright, a senior lecturer in Japanese Politics and International Relations at Cambridge University, hailed the breakthrough in relations as a "welcome development".
Speaking to SunOnline, he said: "If Donald Trump thinks he's become peace maker – let's have more of that." "It's a good thing. In order to resolve the crisis we need to have serious negotiations.
"Trump's inflated sense of self means he often views himself as the most important person in the room. "And as US President he is obviously one of the key players.
Anything that will encourage the two sides to come together is a good thing.".

central figure in world events during the mid 20th century. Roosevelt directed
the United States government during most of the Great Depression. implementing his
New Deal domestic agenda in response to the worst economic crisis in US history.
as a dominant leader of his party, he built the New Deal coalition. realigning
American politics into the fifth party system and defining American liberalism
throughout the middle third of the 20th century. his third and fourth terms were
dominated by World War II. he is often rated by scholars as one of the three

the New Deal was a program to stimulate economic growth, to lower unemployment,
and to energize the US economy! so that was a general overview, now let's get an
introduction to his life. Roosevelt was born in 1882 to a
prominent Dutch American New York family, and attended Groton School. he went on to
graduate from Harvard College in 1903, and attended Columbia Law School before
practicing law in New York City. in 1905 he married Eleanor Roosevelt, and the
couple went on to have six children. he won election to the New York State
Senate in 1910, and then served as assistant secretary of the Navy under
President Woodrow Wilson during World War I.
Roosevelt was James M Cox's running mate on the Democratic Party's 1920 national
ticket. but Cox was defeated by Warren g Harding. in 1921, roosevelt contracted a
paralytic illness which left his legs permanently paralyzed. he attempted to
recover from the illness and founded the treatment center in Warm Springs Georgia.
for people with poliomyelitis. Roosevelt returned to public office by winning
election as governor of New York in 1928. he was in office from 1929 to 1933 and
served as a reform governor, promoting programs to combat the economic crisis
besetting the United States at the time. okay so this is Roosevelt up to the time
he became president. when you want to become a politician you need a running
mate. if you're a president, it's your vice president. your running mate is the
person who assists you. in politics the ticket means who is running, who is
competing, for that position. when we talk about the presidential campaign, the
ticket or the national ticket, means the president and the vice president. we can
contract an illness, it means to get an illness. a reform means a change, and the
verb here is to reform. and he was a reform governor, it means he was a
governor who was trying to create change. the change here to overcome the Great
Depression. the governor is the most important politician within a state,
basically controls or decides most of the state's policies.
and for something to beset, is talking about a difficulty or a problem. it
troubles or threatens persistently, all of the time! and that's exactly what the
Great Depression did. so let's find out a little bit more about the presidency of
FDR. in the 1932 presidential election, Roosevelt defeated Republican President
Herbert Hoover in a landslide. Roosevelt took office while the United States was
in the midst of the worst economic crisis in history. during the first 100
days of the 73rd United States Congress, Roosevelt spearheaded unprecedented
federal legislation and issued a profusion of executive orders that
instituted the New Deal; a variety of programs designed to produce relief,
recovery, and reform. he created numerous programs to provide relief to the
unemployed and farmers, while seeking economic recovery with the National
Recovery Administration and other programs. he also instituted major
regulatory reforms related to finance, communications, and labor, and presided
over the end of Prohibition. the economy improved rapidly from 1933 to 1937, and
Roosevelt won a landslide re-election in 1936. but the economy relapsed into a
deep recession in 1937 to 1938. after the 1936 election Roosevelt galvanized
opposition by seeking passage of the judiciary reorganization bill of 1937,
which could have expanded the size of the Supreme Court of the United States.
the bipartisan conservative coalition that formed in 1937 prevented passage of
that bill, and blocked the implementation of further New Deal programs and reforms.
major surviving programs and legislation implemented under Roosevelt include the
Securities and Exchange Commission and Social Security. okay so Roosevelt did a
lot, he undertook a lot of efforts while he was president. when he became
president, and when he ran for office again, he won by a landslide. also you can
say he won in a landslide. this means by a huge margin, it was not very
competitive. if you are in the midst of something, it means you are in the middle
of something. you could also say that you are in the thick
of something, or in the thick of it. he spearheaded a lot of different programs.
to spearhead means to drive them, to control and manage them with a lot of
force and energy. he presided over the end of Prohibition. The Prohibition was a
period in American history where the consumption and purchase of alcohol was
completely illegal. he did a lot of this by galvanizing support. to galvanize
means to excite or to shock someone into action, to encourage it! one last
paragraph and I'm going to read this one a bit faster!
Roosevelt ran for re-election in 1940 and his victory made him the first and
only president to serve for more than two terms. with World War two looming
after 1938 with the Japanese invasion of China and the aggression of Nazi Germany,
Roosevelt gave strong diplomatic and financial support to China, the United
Kingdom, and the Soviet Union while remaining officially neutral. following
the Japanese surprise attack on Pearl Harbor on December 7th 1941, which he
famously called a date which will live in infamy: "December 7th, 1941. A date which will live in infamy"
Roosevelt obtained a declaration of war on Japan the next day, and a few days
later on Germany and Italy. assisted by his top aide Harry Hopkins, with a very
strong national support, he worked closely with British Prime Minister
Winston Churchill, Soviet leader Joseph Stalin, and Chinese Generalissimo Chiang
Kai-Shek in leading the Allies against the Axis powers. he supervised the
mobilization of the US economy to support the war effort and implemented a
Germany first strategy, making the defeat of Germany a priority over that of Japan.
he also initiated the development of the world's first atomic bomb and worked
with other allied leaders to lay the groundwork for the United Nations and
other post-war institutions. Roosevelt's physical health seriously declined
during the war years, and he died in April 1945, eleven weeks into his fourth
term. the Axis powers surrendered to the Allies in the months following
Roosevelt's death, during the presidency of Roosevelt's successor, Harry s Truman.
all right just a couple terms here! a term in this case, for politics, a term is
the amount of time that you are in office. so in the US, if you are
president you have a four-year term, and then you can– and then you can run for re-election for
another four-year term! not all terms are four years, it depends on the position. if
something is looming, it means that it is menacing. it's kind of hanging over you,
and will probably happen in the future. and to lay the groundwork for something,
means to start to establish it, to create the foundation. all right! to get more

US OKs selling Japan missiles to shoot down North Korean missiles
The Trump administration has approved a $133.3 million missile defense sale to Japan to meet
the escalating threat from North Korea — by shooting down the rogue nation's own ballistic
missiles.
The State Department says Congress was notified Tuesday of the proposed sale
of four missiles for the SM-3 Block IIA interceptor.
A State Department official told Fox News that, "Also included are four Mk 29 missile
canisters, and other technical, engineering and logistics support services."
The department said the sale would support the U.S. defense industry and underscore Trump's
commitment to improve the defense of allies threatened by North Korea.
The system was jointly developed by Japan and the U.S.
The missiles could be used at sea with Japan's current Aegis-equipped destroyers and with
the land-based Aegis system its Cabinet approved for purchase last month.
That's intended to bolster Japan's current missile defense and perhaps curry favor with
President Donald Trump who is eager for U.S. allies to buy more American military hardware.
"If concluded, this proposed sale will contribute to the foreign policy and national security
interests of the United States," the State Department official told Fox News.
"It will bolster the security of a major treaty ally that has been, and continues to
be, a force for political stability and economic progress in the Asia-Pacific region.
It will also improve (Japan Maritime Self-Defense Force's) interoperability with U.S. missile
defense systems, and increase the protection for U.S. installations in the region."
Fox News previously reported that North Korea's weapons "are only aimed" at America and
its territories, a regime official menacingly revealed during Tuesday's joint talks with
South Korea — doubling down on Kim Jong Un's frequent threats to destroy the United
States.

'42 states haven't upgraded their election equipment in over a decade and Russia knows it' - Duration: 10:07.
JUDY WOODRUFF: With primary voting set to begin in just two months, a bipartisan effort
to secure the nation's voting system is under way on Capitol Hill, led by Senators Amy Klobuchar
and James Lankford, Democrat and Republican.
I spoke with them on Capitol Hill today about their effort, about President Trump's call
for Republicans to take control of the Russia investigation, and about immigration negotiations.
Senator Amy Klobuchar, Senator James Lankford, thank you very much for joining us.
I first just want to make sure my eyes don't deceive me, that there is actually a Republican
and a Democrat sitting next to each other for an interview.
SEN.
JAMES LANKFORD (R), Oklahoma: That actually does happen more often than is captured by
camera.
SEN.
AMY KLOBUCHAR (D), Minnesota: It does, and even from Oklahoma and Minnesota, so there
you go.
JUDY WOODRUFF: We appreciate your talking to us.
Let's begin by talking about the legislation that the two of you are backing having to
do with election security.
Normally, Senator Lankford, people think about ballots and how they're counted.
It's mechanical.
Why is that a priority right now?
SEN.
JAMES LANKFORD: It's a priority because, in 2016, the Russians tried to interfere in our
election.
We watched them try to be able to probe through different election systems, to be able to
try to reach out to different secretaries of state offices in different states, and
to be able to determine how they're doing voter registration, what voting machines are
they using.
We should take that as a good fair warning that we should be aware that there are outside
entities that do mean to do us harm and try to interfere in our democracy, and we should
be better prepared for that in the future.
JUDY WOODRUFF: So, Senator Klobuchar, what are you trying to do with this bill?
SEN.
AMY KLOBUCHAR: We're trying to help the states shore up their election equipment.
This was basically a cyber-attack from Russia, and we know that.
Our intelligence agencies have very strongly, under both President Obama and President Trump,
made that clear that they tried to get into our elections.
Twenty-one states, including the two of our states, there were attempts made to hack the
states.
So, what we do with the bill is this, first of all, better sharing of information.
It's unbelievable to me that it took months for state election officials to find out that
a foreign government had tried to hack in.
So, this bill says, you have got to share that information, have someone designated
in the states that can get this classified information, and, secondly, giving them some
resources to scan for vulnerabilities, to get the right election equipment, and also
backup paper ballots, which I think would be very helpful for a lot of these states.
Forty-two states haven't upgraded their election equipment in over a decade, and Russia knows
it.
JUDY WOODRUFF: I think, Senator Lankford, a lot of people hear paper ballots, and they
are saying, wait a minute, that's the way it used to be.
SEN.
JAMES LANKFORD: Right.
Right.
JUDY WOODRUFF: Are you talking about going back the way it used to be?
People are thinking hanging chads in Florida in 2000.
SEN.
JAMES LANKFORD: There's a lot of varieties now.
Really, what we're trying to do is say, we should be able to audit an election, that
after the election is over, we should be able to evaluate.
If we find out that some outside entity was trying to interfere in the election, everyone
will immediately back up and say, did they get in?
So there has to be able to have a way to verify that.
So, it could be a paper ballot, an optical scanner.
It could be a digital machine, as some of them have now, that you punch in your ballot
and it prints a piece of paper to confirm, is this what you really voted?
You push yes, and then it locks off a paper ballot, as well as your electronic.
There are lots of ways to do it.
We just -- we're not telling the states how to do it.
The states run their own elections.
We're just saying there should be a way to audit an election after it's over to make
sure that we can verify, if they were attacked in a cyber-means, there is a way to be able
to verify we actually have an accurate result.
JUDY WOODRUFF: We're, what, just a couple of months away from the first primary election
voting in this country, just 10 months away from the general election, the midterms.
Can this happen in time for it to make a difference?
SEN.
JAMES LANKFORD: No, not for 2018.
That's the unfortunate part.
There's a lot of work that has gone into it already to be able to evaluate what DHS is
currently doing to be able to work with states to be able to help them.
We are encouraging them to have engagement now, which they have engaged.
DHS has been good about engaging with our states and providing whatever resources and
help that they can in communication.
We just think there's more to be done.
But the states already have their election equipment right now for the 2018 election.
And they're not going to change it right before the election.
But we can be prepared for the next presidential election and have it in place and we can start
cooperation sooner.
SEN.
AMY KLOBUCHAR: One point, yes, that the two things that could change immediately if we
can get this bill done, either in the omnibus or very quickly, would be, one, they could
get some money for screening for vulnerabilities of their existing equipment, and, two, as
James just pointed out, the sharing of information and just putting the stamp of Congress on
this and saying, you must do this, you have got to share this information, and it has
to happen now.
JUDY WOODRUFF: But it sounds like bottom line is that the state election systems are vulnerable
this year to Russian hacking or hacking from other countries.
SEN.
AMY KLOBUCHAR: Twenty-one states.
I mean, that's a lot.
SEN.
JAMES LANKFORD: Yes, we don't necessarily know the level of engagement.
Obviously, 21 states were probed.
Most of those states, the Russians were not successful in getting through to the system.
They were trying to get into the system.
Oklahoma is one of those they were trying to get into.
They weren't able to actually penetrate the system.
The important thing is, we're better prepared and that aware that we're not just trying
to be able to guard and protect security information after it's over.
We have to be prepared beforehand.
Our states will be better prepared the next time.
We want to make sure, though, that they are actually better prepared.
JUDY WOODRUFF: But not completely safe from interference this year.
SEN.
AMY KLOBUCHAR: Well, and we know, in Illinois, they did get into the voter data.
But what -- the information we have so far is that this didn't change votes, but they
simply attempted to get into the data.
And we don't want it to go the next step in the next election.
And that's why, remember, while we're doing this, the states are doing a lot of things
on their own, but this has to be a national priority.
JUDY WOODRUFF: But you're saying, this year, states are vulnerable?
SEN.
JAMES LANKFORD: States are vulnerable if they don't do the work that they need to do ahead
of time.
There are 12 states that cannot audit their elections.
And that's one of our challenges.
We don't know vulnerabilities.
They may not be vulnerable at all, but if there is a question after the fact, they can't
audit their elections afterwards to verify that.
And we think that's very important.
JUDY WOODRUFF: Russia, of course, a big part of this conversation.
They were the ones behind what happened in 2016.
They are still active.
The president today is tweeting that the Russia investigation, which is connected to this
in a way because the Russians ended up trying to help his campaign, that that investigation,
he's calling it the single greatest witch-hunt in American history.
He's calling on Republicans to finally take control, in other words, get this over and
done with.
SEN.
AMY KLOBUCHAR: First of all, I look at it as a truth hunt.
And I -- every time we get a question that starts with "the president tweeted today,"
there's a pause.
But, in this case, he has said this before over and over, so this isn't new news.
He said it's a witch-hunt.
And I think it's a truth hunt.
Mueller is someone that has been first been appointed by a Republican president, has broad
support, and is simply trying to do his job.
And I think it's important for this country that we get to the bottom of what happened,
regardless of what the president tweets.
JUDY WOODRUFF: But when the president says Republicans finally take control, how do you
read that?
SEN.
JAMES LANKFORD: You know, I don't know how to be able to read that, what he means by
that.
I would tell you I serve on the Intelligence Committee.
And my responsibility is to not try to be a partisan in that, is to go after the facts
on that.
The facts need to go where the facts go.
We need to follow the facts wherever they may go to be able to get out as many of those
out as we possibly can, to be able to run down every lead, again, to be able to establish
by the end of this some sense of bipartisan support, we have looked at everything, and
this is where we are now.
JUDY WOODRUFF: One other issue I want to ask you both about quickly, and that is immigration.
Senator Klobuchar, the president had kind of a remarkable session at the White House
yesterday.
Senator Lankford was there.
But what I want to ask you is, the president said at one point in that meeting that he
thought there should be movement direct to address DACA.
This is the measures to protect young people who came to the United States without documentation.
That should be dealt with, and then comprehensive immigration reform.
How did you interpret what he said?
SEN.
AMY KLOBUCHAR: To me, the immediate emergency is DACA because of these 800,000 kids that
97 percent of whom work and are in school in this country.
And then you can go to comprehensive immigration reform.
So I viewed it as positive.
SEN.
JAMES LANKFORD: It has to be done with border security.
Now, even the president yesterday said he's not talking about a 2,000-mile wall.
But there are sections of it that we should have authorization for.
Quite frankly, most are already authorized now.
There are 650 miles of wall that currently exist that was authorized in 2006.
JUDY WOODRUFF: Senator Klobuchar, is that going to fly?
SEN.
AMY KLOBUCHAR: I think there will be some negotiation on border security.
It wouldn't surprise me if there would be something in there with border security.
But this wall along with the whole border, there's a number of Republicans who are opposed
to it.
There's issues with that.
But what I found remarkable about yesterday was just the openness to a discussion, but
this focus also on comprehensive reform.
JUDY WOODRUFF: Are we going to see more Republicans and Democrats working together on other issues?
SEN.
JAMES LANKFORD: I think we should.
SEN.
AMY KLOBUCHAR: We have a lot of fun doing it.
It's good.
SEN.
JAMES LANKFORD: Yes.
There's a lot of areas of common ground.
And my great frustration right now in the Senate is, we're not voting on a lot of legislation.
We're doing so many things on nominations that are taking so long.
We're not getting to anything on real voting on other legislative issues.
There are so many issues of common ground that we have that, if we had the opportunity
to be able to cover the floor, debate it out, have a vote, they'd pass with 70, 80 votes.
But it's just getting to the point that we can start getting us back to voting again.
SEN.
AMY KLOBUCHAR: Pharmaceutical issues, the price of prescription drugs, issues with apprenticeship,
there's just so much we could doing.
And I would like to go there as well.
JUDY WOODRUFF: Well, we appreciate both you sitting down to talk to us today.
SEN.
AMY KLOBUCHAR: But we won't talk about college football vs. the Vikings right now.

US DESTROYER races to Russia-dominated Black Sea to 'ensure security and stability'
A GUIDED-MISSILE destroyer raced to "ensure stability" in the tense Black Sea region
as Russia continues to menace its neighbours.
The USS Carney docked un Ukraine's main port of Odessa to reassure allies who feel
threatened by Russian supremo Vladimir Putin.
A US Navy spokesman said: "Our return to Ukraine demonstrates a shared commitment to
promote security and stability within the region, while seeking opportunities to enhance
interoperability with partners in the Black Sea."
Washington has ordered several destroyers and drills in the region following Russia's
annexation of Crimea, in 2014.
Ukraine viewed the move as a hostile takeover of their territory and has since been fighting
a bloody war with Russia-backed separatists in the country's east, which has seen thousands
killed.
Moscow has since hit out at the US Navy and accused the vessel and other warships of carrying
out a mission aimed at "putting Russia out of temper".
Franz Klinstevich, the first deputy of the country's Committee for Defence and Security,
added: "But why does the US need all this?
It's almost impossible to make Russian-American relations worse."
Tensions between the US and Russia plunged to new lows after Putin ordered a full-scale
war simulation in preparation for battle against NATO.
NATO members in Eastern Europe fear Kremlin bosses are planning to restore the Soviet
Union's old borders.
Estonia Defence Forces commander Riho Terras said Vlad's war games could lead to a large
number of troops being mobilised at extremely short notice.
The drills were said to involve 12,700 military personnel, according to Russia's defence
ministry.

there have been others sounding the alarm.
In fact, Mike Adams, the Health Ranger, has said he feels that the deep state isn't
afraid to nuke a city in the United States to off Trump and blame North Korea for his
demise.
"He's a shock to the system," said Stone, a legendary political operative who, in addition
to his longtime relationship with Trump, has served as a senior campaign aide to Richard
Nixon, Ronald Reagan, Senator Bob Dole, and others.

2018 Outlook for the U.S. Economy | J.P. Morgan - Duration: 4:49.
Hello. We're here today to talk about the outlook for the U.S. economy in 2018.
For that, we welcome Michael Feroli. He's a U.S. chief economist for J.P. Morgan.
Jay Barry also, welcome. He's the head of Strategy for U.S. government bonds.
Welcome, both. So we'll start with Mike. Mike, where are we standing?
And can we expect this recovery-- or this expansion-- that has lasted already for nine years in 2018?
Yeah. So for 2018, we think it's going to be another pretty good year. We're looking for growth around 2%,
which is pretty similar to the outcome we saw in 2017.
So that should push the unemployment rate below 4%.
And we think it should get inflation back up toward closer to 2%.
Inflation up means federal reserve also moving interest rates up. What are your projections?
So the Federal Reserve, in December, they projected that they'd be increasing rates three times this year.
We actually think they're going to hike four times in 2018.
We think in part, because the unemployment rate continues to fall faster than they've been forecasting.
And we do think that as they go through the year,
they probably will be a little bit uncomfortable with keeping rates as low as they are,
given how tight the labor market is. And we do think inflation-- as I said-- firms closer to their target of 2%.
Now, let's move to the markets.
Is the Treasury market pricing in those interest rate increases that we are forecasting at J.P. Morgan?
Not exactly. Right now, the market's pricing in about two rate hikes for 2018.
So about half of our forecast, and 2/3 of the Fed's own forecasts for the coming year.
But really, that's not unusual.
Because if we look back toward historical precedent, it's been very unusual price the Fed's full forecast in.
And in fact, if we go back to the last tightening cycle in 2004 to 2006,
in the second half of that cycle,
we priced in about 60% on average of what the Fed would ultimately deliver over the next year.
So we're kind of pretty fairly priced at the front end right now, we'd argue.
How about Treasury yields? What are your expectations for 2018?
Sure. Well, given Mike's forecast that we're projecting four hikes next year,
we think yields across the curve can rise.
But we do think that the yield curve will flatten.
So we think the 2-10 curve flatten to 15 basis points over the course of this year.
What can mess up those projections?
Well, I think on the downside, clearly, the last year in 2017 has been one of synchronized global expansion.
If for some reason we're wrong about growth and the Fed delivers less tightening,
that would result in lower yields and a steeper curve than we project.
But on the flip side, we're clearly expecting Europe to be the engine of growth this year in 2018.
And if that's the case and it forces the ECB to act more quickly to taper its asset purchase program,
that could have an impact on Treasury yields in a more bearish fashion.
We have the Federal Reserve. We're going to have a new chair, Chair Powell, next year.
What can we expect? What are the implications of these changes?
So, everything we've seen from Chair Powell-- or incoming Chair Powell-- is that he's been a governor for five years.
He has never dissented.
His public speeches are very much in line with what Bernanke and Yellen were advocating.
So we don't look for massive transformation in terms of the way policy's set.
He's a company man, so to speak.
But we do have to keep in mind that there still are several vacancies on the board,
at least three when Yellen steps down in February.
So we don't want to say it's complete continuity, because we don't know the identity of these incoming governors.
But what we see so far suggests a fair amount of continuity.
So we're going to wrap up. I mean, if you're going to define 2018, you seem to be optimistic.
But I'd be cautious regarding in 2019, how would you define it?
I would say, look for what we can have any visibility on, which really is 2018.
Things look pretty good. And then, we'll address 2019 when we get there.
How about you, Jay?
Yeah, I think in our minds, higher yields and a flatter curve. So in one word, flatter.

The establishment is aiming to use this as a deterrent to Russia and North Korea, who have threatened mainland America with their own nuclear weapons. But arms control advocates have claimed that the smaller nuclear weapons could make nuclear war more likely.
Arms control expert Jon Wolfsthal, who claims to have seen a final draft of the proposal, said that the US will soon start work on a sea launched nuclear cruise missile.
He told The Guardian: "What I've been told by people who wrote the thing was that they were trying to do was to send a clear message to Russians, the North Korean and Chinese.
"Any attempt by Russia or North Korea to use nuclear weapons would result in massive consequence for them.".
Kim Jong-un has threatened to fire his own nuclear weapons at the US and its allies on the Korean Peninsula. Head of Arms Control Association Daryl Kimball said the draft was "dangerous cold war thinking".
He added: "The US already possesses a diverse array of nuclear capabilities, and there is no evidence that more usable weapons will strengthen deterrence ion adversaries or compel them to make different choice about their arsenal.
"The use of even a small number of these weapons would be catastrophic.
"Threatening nuclear attack to counter new kinds of asymmetric threats is unnecessary, would increase the risk of nuclear weapons use, and would make it easier for other countries to justify excessive roles for nuclear weapons.".

Moon, Trump agree South Korea, North Korea dialogue could lead to U.S., North Korea talks for... - Duration: 2:15.
President Moon Jae-in spoke to U.S. President Donald Trump late Wednesday night to bring
Mr. Trump up to date on the outcomes of Tuesday's discussions between South and North Korea.
The two leaders agreed to stay in close consultation with one another in dealing with Pyongyang.

South Korean President Moon Jae-in and U.S. President Donald Trump view the latest inter-Korean
dialogue as one that could naturally lead to talks between the United States and North
Korea for the denuclearization of the Korean peninsula... after the PyeongChang Winter
Olympics next month.
The Blue House released a statement saying the agreement came during a phone conversation
between the two leaders a day after the two Koreas' rare face-to-face at the border town
of Panmunjom on Tuesday.
President Moon told his U.S. counterpart that the talks had gone well and made note of Mr.
Trump's contribution.
Jan. 10, 2018 "I think President Trump deserves big credit
for bringing about the inter-Korean talks.
It could be a resulting work of the U.S.-led sanctions and pressure."

The two leaders underscored the importance of continuing the maximum pressure campaign
against North Korea... but Seoul's top office also added that the U.S. leader gave his word
that there would be no military action while South, North Korea talks were going on.

President Trump expressed his openness to holding talks between the United States and
