The Los Angeles-based Joint Regional Intelligence Center issued a bombshell report last month called "Nuclear Attack Response Considerations" that laid bare the risks.
It warns a nuclear attack on Southern California "would lead to devastating casualties" and huge damage to buildings and key infrastructure. It states: "The consequences of a nuclear attack in Southern California would be catastrophic.
"Nonetheless, government entities and first responders are expected to remain operational to preserve human life, maintain order, and aid in the recovery process.". WARNING: Californian officials have been told to take the North Korea nuke threat seriously.
State authorities have also been told that communication systems would be "severely" hit and emergency services would struggle to deal with the dire consequences, meaning help may not be on the scene for some people for up to 72 hours.
The report – obtained by the Foreign Policy – uses instances of recent North Korean missile tests and propaganda videos as evidence that it could be gearing up for a massive attack.
Just today, Kim Jong-un's regime accused Washington of "declaring war" against the country. North Korea's foreign minister Ri Yong Ho made the public statement today in a very rare briefing to reporters at the UN Millenium Plaza hotel in New York.
In it, he described President Trumps comments over the weekend as clearly a declaration of war. He added that the North is capable of shooting down US strategic bombers even if they are not in the countrys air space.
The White House has since hit back, dismissing the claims as absurd.

In response to heightened global tensions and the endless war of words between Donald Trump and Kim Jong-un, the state of California has braced itself for a nuclear attack.
A newly discovered 16-page document entitled "Nuclear Attack Response Considerations" has been issued to Los Angeles officials and the Department of Homeland Security, warning of the chaos that would ensue if North Korea strike the US state.
The report was created in response to North Korea's successful test of an intercontinental ballistic missile (ICBM) in July. The Hwasong-14 ICBM is believed to be capable of reaching the mainland US.
And the report claims a strike from the missile would cause "devastating casualties" if it was armed with a nuclear payload.
The classified article states: "North Korea's propaganda videos feature ruins of San Francisco and Washington." It adds: "The consequences of a nuclear attack in Southern California would be catastrophic.
"Nonetheless, government entities and first responders are expected to remain operational to preserve human life, maintain order, and aid in the recovery process." It goes on to claim victims will have to wait up to 72 hours for help following a nuclear strike.
Those caught in an attack are encouraged to "Lie face down and place hands under the body to protect exposed skin" and "Remain flat until the heat and shock waves have passed".
The risks of radiation effects are also mentioned, with pets and clothing named as two vital concerns after a blast.
North Korea has been flexing its nuclear muscles with regularity and has got under the thin skin of Donald Trump, resulting in the US president taking to Twitter to express his apparent willingness to go to war with the hermit nation.
Mr Trump tweeted: "Just heard Foreign Minister of North Korea speak at U.N.
If he echoes thoughts of Little Rocket Man, they wont be around much longer! This social media post was labelled by North Korea's Foreign Minister, Ri Yong Ho, as a "Declaration of war.".
The leader of the isolationist nation, Kim Jong-un, retaliated to the insults flung at him with his own remarks. He said: I will surely and definitely tame the mentally deranged U.
dotard with fire." Both Russia and China are trying to diffuse the fever-pitched global tension by engaging in dialogue with Pyongyang - the most recent effort coming from a scheduled meeting between North Korea's US policy chief and Russian ambassador Oleg Burmistrov.
Since the global shock from Mr Trump's tweet, The White House has labelled the declaration of war with North Korea as "absurd".

THOUSANDS of residents have been forced to flee their homes after a massive hillside wildfire ripped through southern California in the USA.
The huge blaze - dubbed the Canyon Fire - covered an area of 2,000 acres by 9pm last night forcing authorities to order evacuations for 1,000 homes.

No injuries have been reported but one structure has been damaged and a big rig was destroyed, according to Anaheim Fire and Rescue.
The fire spread rapidly yesterday, starting at 250 acres and then covering 1,500 acres within two hours, reported KTLA.
At one point winds caused the fire to move towards the 91 Freeway, forcing a command post to be relocated.
Dramatic footage captured by motorists shows roaring flames next to the motorway racing up the hillsides.
ABC reporter Greg Lee, who tweeted a video of the fire, said: Cannot stress this enough: stay off the 91E if you can help it.
Canyon Fire is burning very close to freeway.
REUTERS 12 No injuries have been reported but a huge rig has been destroyed in the inferno.

Resident Cora Angeles, 66, told the LA Times she prayed and cried after fleeing with her 12-year-old granddaughter.
We dont know whats going to happen, at least we know were going to be alive, she said.
Video has shown firetrucks protecting homes in neighbourhoods near the blaze.
It is burning in the foothills of the Santa Ana Mountains.
This area is between the two cities of Corona and Anaheim, which are around 23 miles apart.
It was feared the winds would push the flames towards homes the city of Corona in Riverside County.
Hundreds of Corona residents were ordered to leave their homes as the fire spread.
An estimated 300 homes in Dominguez Ranch with between 1,000 and 1,200 residents were affected, according to Anaheim Fire & Rescue.

Aircraft have dropped fire retardant to stop the flames from burning further uphill.
A firehawk helicopter was dispatched by the LA County Fire air operations unit.
The cause of the fire is currently under investigation.
